    Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    TEXT: Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements. Some states have developed their own standards for the approval of individual teacher preparation programs; however, the most commonly used standards are those which have been developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) and have been in the process of almost constant revision for the past 35 years.

    It is no secret that there is a teacher shortage, and this will continue into the future. We must take steps to insure we keep the high-quality staff we are fortunate to have serving in our Roseville Area schools. We must also attract more high-quality, competent, caring teachers when positions become available.
    How will you approach that issue?
    Respectable salaries and benefits need to steadily increase—but that is not the only method we must implement in addressing the teacher shortage crisis. There are two main areas I propose we address: 1) the concept of "competition" for teachers and 2) high quality alternative teacher certification methods.

    State-By State Analysis MINNESOTA Minnesota meets most of the AFT criteria but lacks reporting requirements. Admissions policies:
    Charter school admission can be limited by age or grade and students eligible to participate in the high school graduate incentives program. It can also be limited to specific geographic areas, where the percentage of the population of non-Caucasian people in the area is greater than the percentage of the non-Caucasian population in the congressional district in which the geographic area is located, as long as the school reflects the racial and ethnic diversity of the area. The school must enroll eligible pupils who submit a timely application, and if too many students apply they will be selected by lot. A school may not limit admissions on intellectual ability, measures of achievement or aptitude, or athletic ability, but targeting of at-risk population is encouraged. State standards apply: Yes. Charters must design programs to at least meet the outcomes adopted by the state board of education. In the absence of state board requirements, the school must meet the outcomes contained in the contract with the sponsor. Achievement levels of the outcomes contained in the contract may exceed the achievement level of any outcomes adopted by the state board.
