    What does a Biosecurity Passage look like?
    Incorporating a Biosecurity Passage into your Barn
    Introduction Diseases that affect poultry reduce returns and have a negative effect on product quality. This may endanger sales. A consumer is critical and always demands higher quality meat and eggs. Chances are that visitors, you or your employees will track diseases into your barn. Your farm is regularly visited by extension people, veterinarians, sales people and maintenance personnel. These people visit many farms and often the reason for their visit is disease related. A biosecurity passage can prevent or reduce the chances of tracking disease organisms into your operation. What does a Biosecurity Passage look like? The biosecurity passage is only effective if this is the only entry into the barn. It must form the border between dirty barnyard and the clean area, the barn(s). The biosecurity passage must have a coat rack, a wash basin, a laundry basket, a closet for clean coveralls, rubber boots and a disinfectant tray for foot wear. The layout of the biosecurity passage depends on the available space. The floor plan of one layout is shown here.

    The Animal Health Programs, Poultry Section, administers the National Poultry Improvement Plan in cooperation with the USDA, APHIS. The objective of the National Poultry Improvement Plan is to provide a cooperative Industry-State-Federal program through which new technology can be effectively applied to the improvement of poultry and poultry products throughout the country. The provisions of the Plan, developed jointly by industry members and State and Federal Officials, establish standards for the evaluation of poultry breeding stock and hatchery products with the respect freedom from hatchery-disseminated diseases. Products conforming to specific standards are identified by authorized terms that are uniformly applicable in all parts of the country. The provisions of the Plan are changed from time to time to conform with the development of the industry and utilize new information as it becomes available. These changes are based upon recommendations made at the National Plan Conferences by official delegates representing participating flock owners, breeders, and hatchery owners from all cooperating States, in accordance with Chapter 1, title 9 of the Code of Federal Regulations Section 147, Subpart E.

    The Bureau of Meat and Poultry Inspection is responsible for administration of the Meat and Poultry Inspection Act which protects the consumer in relation to wholesomeness, deceptive advertising and proper labeling of meat and poultry products. Inspection coverage includes all aspects of intrastate slaughter and processing from ante mortem (before death) inspection through slaughter and processing and to the retail level. The Bureau provided slaughter and/or processing inspection for 279, establishments and exempt poultry raisers during the previous fiscal year. The Bureau also licensed and inspects 506 Meat and Poultry Brokers. Two State laboratories located in Galesburg and Centralia perform many tests to ensure compliance with the regulations. These tests include analysis for economic wholesomeness, antibiotic residues, as well as testing for harmful food borne bacteria. Laboratory support is provided for veterinarians in their diagnosis of conditions found in livestock presented for slaughter.

    Licenses issued under the Bureau of Meat and Poultry Inspection are renewable annually with an effective date of July 1 and an expiration date of June 30. The annual fee for each license is $50.00. The licenses issued by the Bureau of Meat and Poultry Inspection are: TYPE 1: Establishments issued a type I license shall be permitted to receive live animals and or poultry and/or meat and poultry products for slaughter and processing, under inspection, by Department Personnel. Meat and/or poultry products that are produced, under inspection, and properly labeled are eligible for sale in intrastate commerce. TYPE 2: Establishments issued a type 2 license shall be permitted to receive live animals and/or poultry and/or meat and poultry products for slaughter and processing as a service only. Animals and poultry and/or animal and poultry products may be presented for slaughter and/or processing by the owner for the owner’s own personal use in his or her household.     As Alexei Gordeyev, the Minister of Agriculture of Russia, said yesterday at a press conference, the temporary ban on poultry imports from the U.S. is a technical decision of Russia's veterinary agencies, which has nothing to do with politics'. The minister further said, referring to Robert Zellick, the U.S. Trade Representative, who had alluded to the possibility the poultry ban might negatively affect Russia's joining the World Trade Organisation, 'The U.S. government is trying to turn everything into politics. The position of the U.S. government striving to protect American producers at all costs should be respected, yet what does the whole matter have to do with Russia's WTO membership?'
    The Minister pointed out that Russia's veterinaries, banning poultry imports, were only concerned with the safety of the country's consumers because 'There is no assurance the poultry we have been importing from the U.S. is of high enough quality. There have been a number of bad violations of veterinary requirements and the protocol, which is the reason for the temporary ban. Our domestic production of poultry is an industry with a shorter technological cycle and quite competitive'. The Minister assured that the measure would not result in the fluctuations of poultry prices in Russia. The problem is to be examined by the veterinary services of both countries and there is no telling how long the inquest will take. However, some time will be needed for examining the documents pertaining to the use by American poultry producers of antibiotics and other chemicals. The result will bear on the final decision as to the continuing or lifting the ban.

Inspector Handbook The meat and poultry inspection program is a state-federal cooperative program. We protect consumers by regulation, including inspection, labeling and disposition of animals, poultry, carcasses and meat and poultry products sold through commercial outlets for human consumption. We inspect and license commercial and custom slaughterhouses (which process animals for an individual and his or her family's personal use, not for retail sale) and processing facilities located in Kansas. USDA periodically verifies that our program is at least "equal to" the federal meat inspection program. At fully inspected facilities, inspection staff inspect every animal while it is still alive and after slaughter to ensure no sign of disease is missed. We allow only healthy carcasses to be marked with the Kansas Department of Agriculture inspection legend before they enter the food supply. Sound scientific principles guide processing inspection each day to assure products leaving the facilities are safe. Inspection assures that all areas and equipment in the plants are clean, sanitary and properly maintained when the daily work begins. All ingredients and steps in the preparation of meat and poultry products are inspected for quality, freshness and compliance with national standards. Samples of finished products also are taken regularly to monitor compliance with national standards of identity and composition. Labels must be approved and used on all finished products.
