Broadcasting services in Australia are regulated primarily through the Broadcasting Services Act 1992 . The Act identifies and defines categories of broadcasting services, establishes regulatory arrangements for broadcasting services, and establishes the Australian Broadcasting Authority (ABA) as the independent regulator for radio and television in Australia.
The Act defines six categories of broadcasting services covering both radio and television:
  • national broadcasting services the Australian Broadcasting Corporation (ABC) and the Special Broadcasting Service (SBS) are largely regulated through separate legislation;
  • community broadcasting services non-profit free-to-air services provided for community purposes;
  • commercial broadcasting services free-to-air radio and television services operated for profit and funded predominantly by advertising revenue;
  • subscription broadcasting services services with general appeal to the public and funded predominantly by customer subscriptions;

Nationwide terrestrial television broadcasting licence in Norway
1. Introduction
In 1990, the Norwegian Storting (Parliament) announced that a licence for the establishment of a television channel to transmit via analogue terrestrial transmitters in Norway nationwide programmes financed by advertising might be granted. This licence was granted in 1991 to the company "TV2 AS". The licence is to be awarded again for a period of seven years with the effect from 1 January 2003. The Ministry of Cultural Affairs thus invites applications for the licence. The Ministry has outlined below the information that the applications must contain and the conditions the Ministry is expected to make in respect of the licence. As there is limited bandwidth available for analogue transmissions, only one licence will be granted in this round. This invitation is available in Norwegian and English. In case of divergence in meaning between the two versions the Norwegian version shall take precedence.

Java TM Technology Provides the Foundation for DVB's Interactive Digital Television Standard Palo Alto, Calif. Nov. 22, 1999 Sun Microsystems, Inc. today announced that the Digital Video Broadcasting (DVB) Project has unanimously selected Java TM technology for its digital interactive television broadcasting standard. This landmark agreement will enable the completion of the DVB-Multimedia Home Platform (MHP) specification by early next year, accelerating the availability of rich interactive content running on a wide variety of digital television products from many vendors. The DVB-MHP consists of a software specification that will be implemented in set-top boxes, integrated Digital TV receivers, and in Multimedia PCs. The MHP will connect the worlds of broadcast television, Internet computing and telecommunications through these devices and their associated peripherals. Through this agreement, Java technology will be the foundation of the MHP allowing broadcasters and network service providers to create and offer compelling, cross-platform interactive television services. The Java platform provides an ideal development and deployment platform for this emerging class of interactive services. The Java programming language provides broadcast content developers with a high degree of control and flexibility over the "look and feel" of their applications, enabling them to deliver the most dynamic and compelling interactive television experiences to their audience. In addition, digital television content written in the Java programming language offers security, extensibility, and portability across a diverse array of television receivers, saving developers time and money getting their interactive applications to market.

This major (like most) does accept BA applicants. If you miss the application deadline, you may apply as "undeclared" (or another open major). The number of TV owning homes has a long way to go; only 70 million TV households have been accounted for so far; an equal number have to own TVs as yet. Ad spending on the medium is a pittance compared to the amount spent in smaller TV markets globally. The amount of TV being watched is also not enough; Indians have to watch almost twice the amount of TV they are watching currently to match US viewing habits. The major issue about Indian television: one does not know which it way it will go. Will the net be the medium of delivery of television? Or will television be delivered as it has been over the past few years via terrestrial, satellite or wireless transmission to be watched on traditional television sets? Or will it be watched on handheld devices? A lot of hype has been created around broadband Internet delivery of television to Indian TV or computer homes. (Technology convergence is taking place globally; the latest takeover of Time Warner by an Internet company AOL is an indicator of that transition. AOL will in all likelihood exploit all the properties that Time Warner has on the Net and other modes of broadband delivery.) Satellite delivery of broadband signals is one mode that can support broadband Internet delivered television . Richard Li's Pacific Century Convergence Corp is looking at it closely and the footprint of its service will cover India. Direct PC has a similar mandate for the Indian market. Pricing, however, will be a major issue here as set top boxes will have to be purchased by consumers which they may not be open to doing if price is too high.
