Communications and television broadcasting Communication satellite Space communications are the most developed sector of space services industry. It is difficult to overestimate the value of space communications for Russia taking into account very large extent of its communication lines and travelling distances, with existence of extended and difficult-to- access territories with sparse population and poorly developed telecommunication systems. The beginning of space communication in the USSR and Russia was laid down by launch of communication satellite Gorizont at the end of the seventies. At present, there are number of satellite communication and broadcasting systems in Russia that play substantial role in the countries operating communication systems. TV satellite These systems provide satellite communication, TV and audio broadcasting, transmission of news columns, data transmission to many Russian regions and a number of other countries. These systems are based on Gorizont, Ekran-M, Express and Gals communication satellites. There are about 30 such satellites now in orbit. In addition to fixed communication systems mobile satellite communication systems are being developed. One such system named Marathon is based on Arcos geostationary satellite orbit and another one on a Mayak satellite which is set for use a high elliptical orbit of Molniya type. A first step to provide person-to-person communications is launching experimental low-Earth-orbit Gonets type satellites. In the near future current communication and broadcasting satellites will be replaced by new generation ones.

Telling It Like It Was
by Donald E. Kimberlin
April 27, 1995 I can't say, "I knew Howard Cosell before he was Howard Cosell," because I wasn't around in 1918 when he was born Howard William Cohen in Winston-Salem, North Carolina. Nor was I even aware of him when changed his name to Cosell in his college years. He did, though, come to my awareness in the 1950's. Little did it seem that a whole nation and much of the world would become aware of him. Much less did I realize at the time, or even for a decade or two later realize what important change he brought to journalism and broadcasting. It was the 1950's, but it was not yet the 1950's. One of my college favorites taught me that. He was an old history professor who loved lecturing for hours on end. I thought I was beating the system, since he ran evening class sessions lasting four hours, so you could finish his courses in six weeks instead of a semester. Little did I know he required all the reading and written work in six weeks, too. But, he made the lecture sessions supremely enjoyable. One of his lectures really stuck with me, too. It was on his thesis that a "decade" in history did not begin with the turn of a calendar that it always took half a decade before signs of change were recorded. He proceeded to prove his point with events throughout history showing how our recollection of a "decade" really begins notable events midway through that decade. Think on it and you'll realize he was correct.

The Public Interest Standard in Television Broadcasting
Federal oversight of all broadcasting has had two general goals: to foster the commercial development of the industry and to ensure that broadcasting serves the educational and informational needs of the American people. In many respects, the two goals have been quite complementary, as seen in the development of network news operations and in the variety of cultural, educational, and public affairs programming aired over the years. In other respects, however, Congress and the Federal Communications Commission (FCC) have sometimes concluded that the broadcast marketplace by itself is not adequately serving public needs. Accordingly, numerous efforts have been undertaken over the past 70 years to encourage or require programming or airtime to enhance the electoral process, governance, political discourse, local community affairs, and education. Some initiatives have sought to help underserved audience-constituencies such as children, minorities, and individuals with disabilities. In essence, the public interest standard in broadcasting has attempted to invigorate the political life and democratic culture of this Nation. Commercial broadcasting has often performed this task superbly. But when it has fallen short, Congress and the FCC have developed new policy tools aimed at achieving those goals. Specific policies try to foster diversity of programming, ensure candidate access to the airwaves, provide diverse views on public issues, encourage news and public affairs programming, promote localism, develop quality programming for children, and sustain a separate realm of high-quality, noncommercial television programming.

TELEVISION BROADCASTING Kevin Newman CANADA: CONVENTIONAL TELEVISION ABC news correspondent Kevin Newman is joining Global Television as Executive Editor and Anchor of the new Vancouver-based national newscast the network will launch in September. Newman joins Global from ABC, where he served as substitute anchor and correspondent for World News Tonight with Peter Jennings, senior correspondent for Nightline with Ted Koppel, and also co-hosted Good Morning America National News , and CBC Midday CanWest is investing $8 million to establish a national news centre at BCTV which will have a senior editorial team dedicated solely to production of the national newscast. First National anchor Peter Kent has moved out from behind the anchor desk to take a management role in helping to design and build the newscast, as well as a new public affairs program to be based in Calgary. Kent will continue to play an on-air role as a senior network correspondent and will also be involved in news integration opportunities with the National Post and Southam Publications.

Purpose and Goal
The Radio-Television Broadcasting program offers students professional preparation and training through practical experience. Students learn to perform a variety of duties (this is especially important when working for small radio or television stations). The training qualifies the student to pass the Federal Communication Commission's radio-telephone third class operator permit with a broadcast endorsement. Students usually specialize in one of the following five major broadcast areas:
  • preparing and producing programs;
  • operating and maintaining electronic equipment;
  • selling broadcast time and developing public and promotional material;
  • handling general business matters; and
  • announcing programs, guests, musical selections, and commercial messages.

General Information
Majors in radio and television broadcasting study the relationship between the mass media and society and develop skills in such specialties as reporting, performance, production, sales, and management. What the Major is Like Broadcasting courses are generally taught in departments or schools of communication, journalism, telecommunication, and radio/television/film. Wherever its official home, the major in broadcasting provides students with both an understanding of how the electronic media function in society and the skills needed to work in the broadcast media. This knowledge and training is the foundation for careers in news, promotion, program production, writing, audience research, management, and sales. Students normally take 50 percent of their course work in the liberal arts. These courses in history, literature, computer science, social sciences, and natural sciences are usually taken in the first two years. Students begin their specific broadcast curriculum with an introductory examination of the mass media, a course that provides an overview of the social, political, economic, and historical factors that affect all media in our society. A course in media ethics concentrates on fairness and accuracy in reporting. Other courses deal with such subfields as broadcast news, program production, and sales. In addition to lecture classes, students take laboratory courses in which they can apply what they are learning. The labs include creative work in a production studio, interviews with people outside class, and preparation of information for a production. Students also receive training in specialized communication equipment used in production studios, such as audio and video recorders, editing equipment, and word-processing computers.
