The United States Army Corps of Engineers continues to support FEMA, DoD and the nation in the disaster recovery mission in New York City and at the Pentagon through the execution of USACE's emergency Support Function #3, Public Works and Engineering mission. As of 0900 yesterday morning, 79 USACE deployed personnel from around the Corps continue to support the FEMA mission in New York City. This is a reduction from 95 from the 27 SEP update.Every Corps division is represented among the 79, as are the labs. Fifty personnel now augment the headquarters, a reduction of ten from 27 SEP. Twenty-five of the 50 in the headquarters support role have been provided by the United States Army Reserve Command. The number of reservists is expected to continue to rise in the coming weeks to support a variety of USACE requirements around the nation. Two of the 50 are 249th soldiers performing maintenance on the emergency generators supporting Pentagon recovery operations. The Emergency Support Team mission is complete. Disaster Field Offices are at Pier 90, Manhattan, NY, and at Arlington, VA. Current USACE missions in New York City include debris removal planning, dredging, and structural safety assessment and technical assistance.

(August 1, 1969-July 31, 1973) Born in Little Falls, New York, on March 1, 1915, Frederick Clarke was commissioned in the Corps of Engineers in 1937 after graduating fourth in his Military Academy class. Clarke received a master's degree in civil engineering from Cornell University in 1940 and later attended the Advanced Management Program of the Graduate School of Business, Harvard University. During World War II he commanded a battalion that helped construct a military airfield on Ascension Island in the South Atlantic, and he served in Washington,
D.C., with Headquarters, Army Service Forces. After the war Clarke worked in the atomic energy field for the Manhattan District and the Atomic Energy Commission at Hanford, Washington, and at the Armed Forces Special Weapons Project at Sandia Base, Albuquerque, New Mexico. As the District Engineer of the Trans-East District of the Corps in 1957-59, he was responsible for U.S. military construction in Pakistan and Saudi Arabia, and he initiated transportation surveys in East Pakistan and Burma. Major General, United States Army From a contemporary press report: Kenneth David Nichols, 93, a retired Army major general who as a civil engineer helped build plutonium- and uranium-producing facilities for the atomic bomb, died of respiratory failure February 21, 2000 at the Brighton Gardens retirement home in Bethesda, Maryland. General Nichols was also an important figure in the development of guided-missile technology, efforts to establish a national defense against nuclear attack and advances in peacetime uses of atomic energy. In the summer of 1942, General Nichols was reassigned from a combat unit to a special Army Corps of Engineers' organization set up by President Franklin D. Roosevelt to produce an atomic bomb. After taking part in initial organizational meetings, he rose to district engineer, reporting directly to General Leslie R. Groves, commanding general of the effort, which was code-named the Manhattan Project. As pressure mounted to complete the atomic bomb at the earliest possible date, General Nichols supervised research for the production of certain nuclear materials and the construction of atomic installations and related facilities in Oak Ridge, Tennessee, and Hanford, Washington. While involved in the construction of electromagnetic plants, schools, commercial buildings and barracks, among other projects, he also drafted a policy position on the exchange of atomic information between nations.

Contents Introduction This report describes the effects of the atomic bombs which were dropped on the Japanese cities of Hiroshima and Nagasaki on August 6 and 9, 1945, respectively. HISTORY OF THE ADMINISTRATION OF UNITED STATES NUCLEAR WEAPONS PROGRAMS The nuclear weapons program of the United States began with an August 1939 letter from Albert Einstein to President Franklin D. Roosevelt informing him of the recent research on nuclear chain reactions in uranium. Two German physicists, Otto Hahn and Fritz Strassman, had discovered the process of fission in December 1938. After Einstein alerted him to the possibility of harnessing this phenomenon to produce extremely powerful bombs, Roosevelt established a joint Army-Navy committee to further study this question. In November 1939, this "Uranium Committee" recommended that the military begin funding fission chain reaction research, already being conducted at several American universities. By the time the Uranium Committee made its recommendation, Europe was at war, commencing with the German invasion of Poland on September 1, 1939. As the war in Europe intensified, Roosevelt established the National Defense Research Committee to oversee the work of the Uranium Committee and other Government scientific research projects, including those on radar and anti-submarine warfare. Even before the United States' entry into the War, the Uranium Committee continued to recommend government funding of chain reaction and isotope separation research. Concurrently, American universi- ties continued their research, including the discovery, in early 1941 at the University of California in Berkeley, of an artificially-produced fissile element, soon named "plutonium."
