June 9, 1998 The end of the Cold War has offered the opportunity for peaceful solutions of several conflicts once considered perpetual, including the Arab-Israeli, Bosnian, and Northern Irish. Bucking this trend is the unresolved illegal occupation of Cyprus by Turkey. The continued division of Cyprus is a dispute of high national security importance to the United States. The "cold peace" status quo on this troubled island is simply not an option. Although some confidence-building measures have been carried out and human contacts established over the years between the Greek community in the south and Turkish community in the north of the island, the Cyprus conflict has resisted settlement since the Turkish invasion of 1974. In May Richard Holbrooke, President Clinton's Special Negotiator for Cyprus, held a round of talks between Greek and Turkish Cypriots aimed at injecting new ideas and momentum into the peace process. Holbrooke hit a stone wall. Stubborn Turkish Cypriots set two preconditions for substantive talks: first, recognition of the "Turkish Republic of Northern Cyprus" and second, a withdrawal by the Republic of Cyprus of its membership application to the European Union. In a departure from past U.S. pronouncements on Cyprus, Holbrooke put the onus for the deadlock squarely on the Turkish Cypriots, where it belongs. Turkish Cypriot Leader Rauf Dentash is not only continuing to perpetuate the illegal occupation of the island, but is acting more in Ankara's interest than in that of his own constituency by implicitly linking Turkey's future membership in the EU with progress on Cyprus. Denktash's unsubtle message to the EU is that at its Ministerial Council meeting in Cardiff, Wales on June 15-16, Brussels needs to treat Turkey's application for membership more favorably if it wants Cyprus, already included in the first group of prospective new members, to complete its accession as a united country.

MUSIC NOW ENSEMBLE 1969 Silver Pyramid previously unreleased archive recording from the music now festival at the roundhouse, london, may 1969. featuring, amongst [forgotten] others, AMM members Lou Gare, Cornelius Cardew, Eddie Prevost and Keith Rowe. a surprisingly high quality recording, seventy three minutes of continuous improvisation, a lot more minimal and restrained than the sometimes more ferocious sounds amm were producing during this period. roughly based around a score, this is directed improvisation. unnerving in effect, the expected release from the creeping tension [almost] never comes. suberb stealth-like playing from rowe in particular, who conducts the ensemble. valuable archive newness from a different era.

There are, for example, correspondence of a number of bishops of Lichfield, Worcester and Hereford and letters of a number of headmasters of public schools such as Charterhouse, Eton and Harrow. Mr. HELMS: Mr. President, the pending legislation makes a small revision in the United Nations reform legislation approved by Congress in 1999 known as the ``Helms-Biden'' law. This legislation justifiably used the leverage of the United States to press for reforms, by linking payment of the United States' so-called ``U.N. arrears'' to specific U.N. reforms. And it was the product of bipartisan cooperation in the Congress, cooperation between the Executive Branch and the Congress, and cooperation between the United States and the United Nations. And it worked, thereby producing millions of dollars in savings to the American people. The Helms-Biden law gave the U.S. Ambassador to the United Nations, Richard Holbrooke, the tools he needed to negotiate much-needed reforms, ranging from restoring the membership of the United States to the U.N.'s administrative and finance committee, known in the rarified language of the U.N. as the ``A-C-A-B-Q'', to the adoption of results-based budgeting. But the most important reforms restore an equitable burden-sharing for the enormous cost of operating the United Nations.

Mr. President, your Excellencies, It is an honor and a pleasure for me to be here today. The United Nations is held in great esteem by the American people, and notwithstanding what you have heard by the vast majority of the members of the United States Congress, I, for one, hold it in the highest esteem. That's why I deem this such a great honor to represent my government today. I want to tell you that one of the items that is on the minds of many Americans today is not my presence here at the Security Council, but our Supreme Court of the United States. And I told the distinguished Ambassador from Malaysia earlier we may be appealing the election to the Security Council, so I hope you are all ready to vote today. I will make a case for one of the candidates, but I will hold that right now. One of our colleagues suggested that the OSCE should come in and oversee our election process, but I assured him the Cubans had already made an offer, so we're in good shape. I guess I shouldn't be so facetious before such an august body, but we Americans today are waiting with bated breath to see what our court does. And I can assure you all whatever the Supreme Court of the United States decides upon, both political parties will accept and accept without hesitation, and we will move forward. But today I would like to begin by commending the Special Representative of the Secretary General, Mr. Klein, for his report and his leadership as head of the United Nations Mission in Bosnia and Herzegovina and, in particular, the Mission's international police task force - the IPTF, which I might add in the Congress in which I serve was one of the single most significant and important institutional initiatives that I thought had to be taken with officers from 45 countries. And its reserves are praised for its important work in building an integrated multi-ethnic police force.

    WASHINGTON (AllPolitics, June 17) As his confirmation hearings for U.S. ambassador to the United Nations got under way Thursday, Richard Holbrooke apologized to a Senate committee for "carelessness" that he said led to "misperceptions" about ethical problems that stalled his nomination for a year. A year to the day since President Bill Clinton announced Holbrooke's nomination, the Senate Foreign Relations Committee began the first of three days of hearings. The nomination was almost derailed by allegations Holbrooke violated federal lobbying laws by using State Department contacts to help an investment firm he joined after ending his service as an envoy in 1996. Richard Holbrooke appeared Thursday in front of the Senate Foreign Relations Committee Senate Foreign Relations Committee Chairman Jesse Helms (R-North Carolina), voiced sharp criticism during the day's proceeding, saying Holbrooke ignored legal advice that could have prevented the appearance of conflicts of interest. And Helms said Holbrooke "appears to have made no effort" to observe federal ethics laws requiring individuals leaving government service to avoid contact with officials in their former agency for one year.
