Washington The Senate today confirmed veteran diplomat Richard Holbrooke as U.N. ambassador, filling a post that has stood vacant through military conflicts in the Balkans and the Persian Gulf. The 81-16 vote ended a 14-month odyssey for Holbrooke, 58, the Clinton administrator's top international troubleshooter and the architect of the 1995 agreement that brought peace to Bosnia. In contrast to the long delay, the Senate debated the nomination for only 35 minutes. The Cabinet-level post at the U.N. headquarters in New York has been vacant since Bill Richardson left in September to become energy secretary. Holbrooke, 58, currently an investment banker, is a former Peace Corps director, ambassador to Germany and assistant secretary of state. Sen. Joseph Biden of Delaware, senior Democrat on the Senate Foreign Relations Committee, told colleagues that in his on 27 years in the chamber, no foreign policy nominee ``is more qualified for the job for which he was nominated.'' And Sen. Joseph Lieberman, D-Conn., called Holbrooke ``one of America's great natural resources. He is a person of ... enormous energy and talent.''

April 20, 1999 Washington Senate leaders and the State Department said Monday that they were close to a deal that could rescue the long-delayed nomination of Richard C. Holbrooke to lead the American delegation to the United Nations. The deal would also at least raise the possibility that the United States would pay hundreds of millions of dollars in back dues to the organization. But Holbrooke's chief Democratic backer in the Senate is warning that the longtime diplomat's nomination, sidetracked for eight months by a Justice Department investigation, could still be derailed by partisan debates in the Senate over policy in Kosovo or over Holbrooke's ethics. The lawmaker, Sen. Joseph R. Biden of Delaware, ranking Democrat on the Foreign Relations Committee, said in an interview that Holbrooke's nomination was "not a done deal." "I can flat out say it," Biden said. He added that if Sen. Jesse Helms, the North Carolina Republican who is chairman of the committee, and other Senate Republicans do not agree to hold a confirmation hearing in several weeks, the nomination could effectively be dead. "If it's not done in the near term," Biden said, "it means they've made a judgment to kill it."

Il faut lui appliquer sans restriction le qualificatif d’inouï dans l’acceptation définie par le Robert : " Qu’on n’a jamais entendu ". En vain je cherche à repérer, ne serait-ce qu’un infime instant, un plan emprunté à ce qui s’est réalisé antérieurement dans la musique improvisée. C’est à coup sûr cette radicale modernité qui me désarçonna lors des précédentes auditions, ainsi on voudra bien me pardonner un jugement hâtif causé par une surdité temporaire heureusement corrigée à cette heure par le progrès technique. L’ambition de cette pensée philosophique complète celle de Pierre Dac qui répondait déjà partiellement au lancinant questionnement : " Qui suis-je, d’où viens-je, où vais-je ? " par " Je suis moi, je viens de chez moi et j’y retourne ". La musique improvisée du trio Horizontal est un bol d’air salvateur qui met cruellement en évidence les lacunes des prédécesseurs du genre qui devront impérativement revoir leurs copies. Le free jazz a eu son " Ascension ", la musique improvisée a désormais son " Nirvana ".

By it's own legend, what's called improvised music in Europe somewhere between "new music" and "free jazz" was founded in the early '60s in London by the group Joseph Holbrooke. Unfortunately its members composer Gavin Bryars , guitarist and improv-philosopher Derek Bailey , and percussionist Tony Oxley , who was later involved in such diverse pursuits as John McLaughlin's first solo album and innumerable collective improvisation projects never recorded together. Their reunion on Oxley's 60th birthday in the Stadtgarten in Cologne seduced old comrades and caught youngsters off guard with one of the sweetest glowing weaves the acoustic permits."     Admiral Leighton "Snuffy" Smith, the son of an Alabama pig farmer, graduated from the U.S. Naval Academy in 1962, despite a rocky academic start. As a Navy attack pilot, he flew 280 missions in Vietnam and received two Distinguished Flying Crosses. He is credited with finally destroying the extraordinarily resilient Thanh Hoa Bridge, a symbol of the North Vietnamese resistance. Reflecting on his experience in Vietnam, he notes that he often felt very uneasy about the military's desire to provide misleading and optimistic assessments about the war. One of the lessons he believes he learned in Vietnam was the need for candor between political and military leadership. Additionally, he came to believe that, once it is given a task, the military must be given the freedom and resources to carry it out in the way it determines is best. Despite his experience in Vietnam, and his sense during the 1970s that the American public did not support the military, Smith remained in the Navy and rose through the ranks. By 1983, he was the Assistant Chief of Staff for Readiness, Naval Air Force, for the U.S. Atlantic Fleet, and by 1988 he was the Commander of the U.S. Navy's Carrier Group 6, based in Mayport, Florida. From 1989 through 1991 (when he became a four-star Admiral), Smith was the Director of Operations, U.S. European Command J-3. Smith, the cold warrior, speaks of the deeply moving experience of witnessing the end of the cold war from the front lines of Germany.     Improvising a revolution
    Derek Bailey who's made an enormous contribution to improvised music is still focused on the road ahead.

    TRACING THE beginnings of what often seems to be a rootless music can be daunting, especially when its unifying principle is common to most music around the world. Yet what we recognize as "improv" or "freely improvised music" has an identity, however elusive, as well as a history. It would be impossible to consider that history apart from one of the music's most exalted practitioners and theorists, and indeed one of its progenitors, 67-year-old British guitarist Derek Bailey. Since the late 1960s Bailey has recorded more than 100 albums. From 1977 to 1994 he hosted a yearly improv festival called Company Week. His 1992 book, Improvisation, is considered by many to be improv music's manifesto. Bailey subsequently researched and narrated a terrific series on British TV called On the Edge. He has revolutionized the language of his instrument, and music in general.
    Changing the players
    When Bailey spoke to me last week from his London home he was careful to point out that what seems in retrospect to be an overnight upheaval in music actually happened very slowly. He explains: "From what we [were] playing to free playing it was such a slow, gradual process that there wasn't any kind of shock involved in it."
