We Need More Environmental Monitoring

October, 1990 Over the past twenty years, unprecedented laws were put into effect to protect our environment and our health. As a result, taxpayers and industry have spent huge sums of money to correct environmental ills. The question is, are we doing an adequate job of monitoring our environment, so that we can measure our success and recognize developing problems? The answer is no, in many cases. Presented here are three examples of inadequate monitoring, and its consequences. The Exxon Valdez oil spill is the first example. Exxon expects to spend at least 800 million dollars in their effort to return the area to its previous condition, yet there are no baseline studies that document the state of the ocean and beaches before the oil was spilled. Instead, a flurry of such studies were conducted as the oil drifted toward the beach. As a result, it will be extremely difficult and perhaps impossible to tell when the area is back to normal. A baseline study would have told us what to expect for recovery.

Updated August 17, 2001 To help protect its employees and neighbors and the environment from possible exposure to toxic or radioactive materials used in its research programs, and to help comply with regulatory requirements to maintain safe environmental conditions, Argonne National Laboratory routinely monitors the air, ground- and surface water on and around the laboratory's Illinois site.
Radiation levels
Argonne estimates the potential radiation exposure to members of the public from Argonne operations by combining estimated exposures from several sources on site. The closest private residence to Argonne is about 3/10ths of a mile north of the site perimeter. If people living there were to stay outside in their yard 24 hours a day for 365 days, they would receive a total estimated dose of no more than 0.08 millirems per year, based on 2000 data, the most recent to have been analyzed. This is less than 1/250th the 20 millirem dose received from a typical medical chest X-ray. Most of this exposure would come from airborne emissions, which have been greatly reduced by remediation activities in the last few years.
Air monitoring
Argonne operates six on-site stack monitors, 14 air-monitoring stations at the site perimeter and six off site to estimate and verify possible exposures to employees and the public from airborne radioactive materials emitted from Argonne. The largest source of public exposure from air emissions sources in 2000 came from activation of air from neutron production.

EMF Health Effects Research and Information Environmental Monitoring Services The objective of environmental monitoring for EMF is to allow people the opportunity to have EMF levels characterized in their present living and working environment. In particular, people who are taking tamoxifen as part of their treatment for breast cancer may wish to know if they are exposed to unusually high levels of EMF. Some laboratory studies (cell studies) have reported that human breast cancer cells which are exposed at 6-12 milligauss EMF show a reduction in the beneficial effect of tamoxifen. People with breast cancer who are recuperating in high magnetic field exposure living and/or working environments may be exposed to such levels. As studies continue, people may wish to determine whether they are exposed to elevated levels of EMF, in order to make reasonable decisions about avoidance. Monitoring of EMF will provide information to make a choice about timely prudent avoidance actions rather than to wait for conclusive scientific evidence which may not come within an acceptable timeframe for the individual patient. The information which is gathered is immediately useful to determine intensity levels of magnetic field, where they are present and the likely source(s) when evaluated together with a journal of activities kept for the survey period by each participant.

Overview The IES Environmental Monitoring Program is a long-term data collection program at the Institute of Ecosystem Studies weather station in Millbrook, New York. The main purpose of the program is to monitor environmental parameters that are important to natural ecosystems, (e.g., agricultural oldfields, forests, lakes and streams) and to horticultural projects. Largely terrestrial and aquatic researchers, and the IES education and horticultural programs use the data. Readers are referred to the New York State Department of Environmental Conservation Ambient Air Monitoring System for information about air quality measurements for human health concerns. History of the Program The Environmental Monitoring Program was begun in 1984 with collection and chemical analysis of precipitation and stream samples. Temperature, relative humidity, wind and radiation instruments were added to the program in 1987. The first complete year of data from those instruments is 1988. Air quality sampling also began in 1988. The program continues to be updated and revised as new technology develops and as funding allows. Data are often compared to a long-term database from Millbrook School, Millbrook, New York.
