Introduction to Mental Retardation What is mental retardation? An individual is considered to have mental retardation based on the following three criteria: intellectual functioning level (IQ) is below 70-75; significant limitations exist in two or more adaptive skill areas; and the condition is present from childhood (defined as age 18 or less) (AAMR, 1992). What are the adaptive skills essential for daily functioning? Adaptive skill areas are those daily living skills needed to live, work and play in the community. They include communication, self-care, home living, social skills, leisure, health and safety, self-direction, functional academics (reading, writing, basic math), community use and work. Adaptive skills are assessed in the person's typical environment across all aspects of an individual's life. A person with limits in intellectual functioning who does not have limits in adaptive skill areas may not be diagnosed as having mental retardation. How many people are affected by mental retardation? The Arc reviewed a number of prevalence studies in the early 1980s and concluded that 2.5 to 3 percent of the general population have mental retardation (The Arc, 1982).

    The Office of Mental Retardation supports a comprehensive array of services and supports for people with mental retardation including: community residential and day support services which are either administered or operated by county MH/MR programs; contracted private residential intermediate care facilities for persons with mental retardation (ICF/MR) services or services in state centers. The mental retardation system is funded through federal, state and county funds. The mental retardation program is evolving from a predominately facility-based system, comprised of large public and private residential facilities, to a flexible and dynamic system of community supports and services tailored to the needs of persons living in the community. The Office of Mental Retardation operates or provides funding for privately operated institutional care for people with mental retardation. The Commonwealth provides services through six state centers and one mental retardation unit. The primary goal is to develop each resident's ability to function more independently and thus prepare them to live in less restrictive environments. All facilities are currently certified for Medical Assistance funding under standards established by the Health Care Financing Administration. Private ICF/MR facilities also provide intensive habilitation services to persons with mental retardation. Large facilities are single or multiple buildings on campus-like sites accommodating more than 8 persons while small facilities may be located in the community and serve 8 persons or less.
