We are gratified that the Nobel Committee should see fit to award the 1977 Peace Prize to the 168,000 individuals in 107 countries who comprise the active members and supporters of Amnesty International. I am here in their name. We are gratified for this acknowledgement that the concern for peace and the promotion of human rights are inseparable. Peace is not to be measured by the absence of conventional war, but constructed upon foundations of justice. Where there is injustice, there is the seed of conflict. Where human rights are violated, there are threats to peace. This conviction has been central to the evolution of the contemporary philosophy of international human rights. The two World Wars in the first half of this century unleashed a wave of previously unthinkable destruction. The toll of human life and the shadow of human extermination by thermonuclear war led inevitably to the search for a new order in which armed conflict would never rise again. Thus it was when the newly formed United Nations turned to consideration of the tap roots of war and the construction of a peaceful society, it began to work on an International Bill of Rights. The first step was the Universal Declaration of Human Rights, adopted in 1948 in the belief that "recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world".

New York, 29 May 1997 Amnesty International, as a Nobel Peace Laureate, supports the initiative of a number of Nobel Peace Laureates led by Dr Oscar Arias to jointly promote an International Code of Conduct on Arms Transfers. Indeed, Amnesty International has participated in drafting the Code and is urging its members in over 100 countries to bring the Code to the attention of governments, politicians and the general public.
The Universal Declaration of Human Rightsadopted as one of the early acts of the United Nations, in 1948states that every human being has the inalienable right to life, liberty and security of person. Likewise, the Geneva Conventionssetting forth priniciples of humanitarian lawprohibit indiscriminate killings, mutilation, torture, cruelty and hostage-taking.
Yet today mass violations of these basic rights are carried out in many armed conflicts around the world by government and armed opposition forces who are given virtually unrestricted access to arms and associated military equipment. Many powerful governments that deny asylum to refugees fleeing armed conflict nevertheless supply arms to perpetrators of the very abuses that refugees seek to escape.
The same easy availability of arms and para-military equipment encourages many governments to detain arbitrarily, to torture, and to murder unarmed civilians identified as political opponents. Sadly, in today's world those violating governments can be confident that supplies will continue to flow.

Background
In 1995, Dr. Oscar Arias, former president of Costa Rica, invited his fellow Nobel Peace laureates to join him in developing an International Code of Conduct on Arms Transfers and providing moral leadership for the Code campaign. Aims of the Code The Commission, together with arms trade specialists at BASIC Saferworld Demilitarization for Democracy , the Council on Economic Priorities, and Amnesty International , has drafted the text of an International Code of Conduct on Arms Transfers which would obligate governments to uphold internationally recognized standards of democracy, human rights and peaceful international relations. More specifically, the Code would require arms suppliers to certify that all arms recipients meet the following criteria:
  • compliance with international human rights standards
  • compliance with international humanitarian law
  • respect for democratic rights
  • respect for international arms embargoes and military sanctions
  • participation in the United Nations Register of Conventional Arms
  • commitment to promote regional peace, security and stability

(Los Angeles) Children Uniting Nations (CUN) and Amnesty International announced today that they will jointly host an Oscar-night celebration and benefit on March 24th. The event, begun by CUN three years ago, will focus on promoting the universal rights of children while honoring the creative excellence of the artistic community. The 350-person charity dinner will feature the Oscar-telecast and a silent auction and will be followed by an after-party. The evening's events will take place at Ago, Robert De Niro's West Hollywood restaurant, beginning at 5:00 pm. The evening will benefit both CUN and Amnesty International, and is presented by American Express, the City of West Hollywood, and Los Angeles Magazine. The event's focus on children's rights grows out of ongoing work by both organizations, including CUN's campaign to bring federal funding back to arts education in the public schools and Amnesty International's work protecting the human rights of children, including campaigning against the use of child soldiers worldwide. "This partnership is an extraordinary opportunity to bring a new level of attention to the needs and rights of children," said William F. Schulz, Amnesty International USA's Executive Director. "On a night when we are celebrating the artistic talent of our stars, too many of our children are denied the opportunity for artistic education because of the lack of federal funding and federal standards for arts in our public schools," added Daphna E. Ziman, founder and Chair of Children Uniting Nations.

This is why strict controls are needed on the arms and security trade to ensure that such transfers do not occur. In 1977 Amnesty International was awarded the Nobel Prize for Peace The organization was founded in London on May 28, 1961, through the principal efforts of Peter Benenson, who had been a defense lawyer for political prisoners in Hungary, South Africa, and Spain and who sought to establish a collective agency for the advancement of human rights. From 1961 to 1975 the chairman of AI's International Executive Committee was (recipient of the 1974 Nobel Prize for Peace). By the early 1980s AI consisted of an international secretariat of 150 persons, national "sections," or offices, in more than 40 countries, and about 200,000 individual members in some 100 countries. Aside from generally publicizing governmental wrongdoing in newsletters, annual reports, and background papers, AI relies strongly on the worldwide distribution of "adoption groups," each of which, staffed by three to eight persons, takes on a limited number of cases of "prisoners of conscience" and barrages the offending government with letters of protest until the prisoners are released. The research department at London headquarters is in contact with human-rights activists and other interested parties around the world and provides the network of information for all the organization's activities.
