LATIN AMERICA / STEPHEN KINZER
NATIONAL PRIDE COME FIRST
Author: Stephen Kinzer Date: Sunday, August 23, 1981
Page: Section: RUN OF PAPER Nobel Prize winner Adolfo Perez Esquivel of Argentina has few friends in South American governments, it seems. Perez Esquivel won the 1980 Peace Prize for his support of Argentina's "disappeared," the thousands of people who have apparently been abducted and killed by the government in recent years. Under an obscure Argentine law, any citizen who wins a Nobel Prize is automatically entitled to an additional financial award from the government. Perez Esquivel has been waging a court battle to get the money, which he says he wants to use for civil rights causes. The government is understandably reluctant, since his work is largely aimed at uncovering official wrongdoing. But in a bizarre turnaround, the Argentine government is now defending Perez Esquivel on a matter concerning national pride. Earlier this month, Paraguay's military regime refused landing clearance to an Argentine plane on the grounds that Perez Esquivel was a passenger. Argentina immediately sent a formal protest to Paraguay, saying that the action violated "international law." BERTRA;08/20,17:18 CORCOR;08/24,14 B07890065

This week on Making Contact Claudio Duran The change from dictatorship to democracy has created a situation where the economic plans are on automatic pilot. Nothing had really, really fundamentally changed but structurally the economics in Chile are still intact. Phillip Babich Making Contact. Argentina’s military dictatorship lasted from 1976 to 1983. During this period, known as the "dirty war," a series of military leaders murdered, tortured and disappeared thousands of Argentines. In the final year of the dictatorship, the military government passed amnesty laws, granting immunity to all military officers accused of crimes during the war. Soon afterwards, the new democratically elected government of Raul Alfonsin promised to prosecute war criminals and proceeded with trials. Eventually, pressure from the military, a series of prison uprisings by former officers, and a desire among economic interests for so-called stability stifled more steps toward justice. With the election of Carlos Menem in 1989, it was all but assured that official impunity would be bestowed upon the country’s military officers. Correspondent Travis Lea has more from Argentina’s capital, Buenos Aires.

NOBEL LAUREATES IN EVENT OF WAR, BUSH SHOULD BE DECLARED 'CRIMINAL AGAINST HUMANITY' Adolfo Perez Esquivel was awarded the Nobel Peace prize in 1980 for his work in human rights. Also, a sidebar by U.N. envoy Maurice Strong, who comments on North Korea. By Adolfo Perez Esquivel BUENOS AIRES According to Greek mythology, under Zeus' order, Hephaestus (the Roman god Vulcan) created the first woman, Pandora, and endowed her with all the the good that existed. Zeus made her the custodian of a small box that contained all things evil. His express command was that she never open the box because it would provoke great calamities for all creation. Unable to contain her curiosity, Pandora opened the box, letting out all the evils that humanity suffers to this day. Only hope remained in the little box. Humanity, of course, ought not to be weighed down by the fatalism of all that has been written. But it is nonetheless necessary to remember the great lessons of human existence and thus to read the signs that tell us humanity is headed toward great suffering. The destiny of the world today is in the hand of leaders who can generate peace or drag us all to war. U.S. President George W. Bush, British Prime Minister Tony Blair, Spanish Prime Minister Jose Maria Aznar and Italian Premier Silvio Berlusconi "the four musketeers with missiles" have been blinded by the arrogance of power. Like Pandora, Bush and his allies are opening up the box of calamities. Unlike Pandora, however, Bush is not guided by curiosity, but by his greed for power and global hegemony.

Adolfo Pérez Esquivel argentinar Bakearen Nobel saridunak Euskal Herrira bisita egin duela-eta, eta berak plazaratutako iritziak kontuan izanik, ondoko adierazpenak egin ditu Joseba Alvarez Batasunako Nazioarteko Harremanetarako batzordeko arduradunak: “Batetik, Esquivelen ikuspuntuak nazioarteko komunitatearen ikuspegia ikustarazteko balio digu. Izan ere, kanpoko eragileek oro har eta, zehatzago, euskal gatazka gehiago ezagutzen dutenek argi ikusten baitute espainiar Estatuaren itxikeria eta horrek atzean ezkutatzen duena. Alegia, gatazka politiko bati konponbide politikoa ukatu nahia. Zentzu horretan, nazioarteko komunitatean gero eta nabarmenagoa da bide poliziala erabat antzua dela Euskal Herriak bi estatuekin duen gatazka konpontzeko eta, beraz, benetako konponbideak politikoak behar duela. Eta horixe da, hain zuzen ere, espainiar Estatuak bere estrategia errepresiboa nazioartekotu nahi duenean –nazioarteko instituzioak eta gobernuak inplikatuz- munduaren aurrean ezkutatu nahi duena: hemen arazo politiko bat dagoela, eta Euskal Herriari bere etorkizuna erabakitzeko eskubide onartuz soilik konpon daitekeela. Hala, itxikeria honen aurrean argi dago Euskal Herriko eragileei dagokiguna, geure etorkizuna erabaki ahal dezagun prozesua bururaino eramatea, alegia. Adolfo Pérez Esquivelek arrazoi du, bai, Euskal Herriak benetako protagonista izan behar duela dioenean. Izan ere, eta aspaldidanik diogun bezala, Euskal Herriaren eskubide oro errespetatzetik eratorriko baita konponbidea eta, horretarako, abertzale orok herri hau burujabetzaraino eramango duen prozesua garatzeko konpromisoa hartu behar dugu.

Special Conferences
Specialized conferences are focused on specific political, social, or economic issues of interest to OAS Representatives, senior staff and members of the inter-American community. One of the most notable events that the OER has organized has been the "Conference on the Americas" celebrating the 50th Anniversary of the OAS. On this occasion, panel discussions with experts from the entire Western Hemisphere were organized to discuss the issues of democracy, globalization and trade, education, human rights, overcoming poverty and sustainable development. Those who attended had the unique opportunity to witness first-hand a "meeting of brilliant minds of the hemisphere" which gathered distinguished Nobel Laureates Oscar Arias, Adolfo Pérez Esquivel, Derek Walcott, John Polany, Mario Molina, and Jody Williams.
