    I am grateful to Sigma Xi for honoring me with the John P. McGovern award, and for the opportunity it gives me to speak to you today, at this forum on ethical challenges in science. I have decided to use my McGovern award lecture to tell the story of the case against Robert A. Millikan. Millikan was the founder, first leader, first Nobel Prize-winner and all-around patron saint of the California Institute of Technology, an institution that has given me employment for more years than I care to remember. We at Caltech feel a solemn duty to defend our hero. He has been accused of male chauvinism, anti-Semitism, mistreating his graduate students and, worst of all, scientific fraud. My purpose today is to tell his story, look into these various accusations and, to the extent that I can, mount a defense for Professor Millikan. Millikan was born in 1868, the son of a Midwestern minister. He attended Oberlin College, got his Ph.D. in physics from Columbia University, did some postdoctoral work in Germany and, in the last decade of the 19th century, took a position at the brand-new University of Chicago in a physics department headed by his idol, A. A. Michelson.

    January-February 2001 Issue of American Scientist The Growing Threat of Biological Weapons In an article called "The Growing Threat of Biological Weapons" in the January-February issue of American Scientist In his article Block explores the historical development and use of biological weapons, as well as some recent trends in their evolution and the prospects for containing their proliferation. Biological weapons have been called "the poor man's atom bomb." By any measure, the economic outlay required to develop offensive bioweapons capabilities is significantly less than that for a nuclear weapon. "Less is needed in the way of equipment and infrastructure," Block writes in his article. "The materials themselves are less rare. And less is required in the way of specialized knowledge for the biological aspects, since much of the information can be found in the public domain. Worldwide, trained microbiologists overwhelmingly outnumber nuclear physicists." All these aspects tempt not only nations, but also terrorists. In fact, Block says, it seems far more likely that biological agents will be used by terrorists than by warring nations. Although the terrorist use of bioweapons is likely to occur on a reduced scale, it could have worldwide ramifications under unfavorable circumstances.

    The American physicist Robert Andrews Millikan, b. Morrison, Ill., Mar. 22, 1868, d. Dec. 19, 1953, determined through an oil-drop experiment the value of the charge on an electron and demonstrated that the charge was a discrete constant rather than a statistical average. For this work, as well as for his work on the photoelectric effect, he received the Nobel Prize for physics in 1923. Millikan was affiliated with the University of Chicago (1896-1921) and the California Institute of Technology (1921-53). His First Course in Physics (1906), written with Henry Gale, was a standard textbook for many years.

    Ryerson Physical Laboratory: A Brief History
    This review appeared in the Winter/Spring 1973 issue of the University of Chicago Division of the Physical Sciences Reports. The Ryerson Physical Laboratory served the Department of Physics from 1894 until 1985; now the renovated building is the home of the Department of Computer Science. The crennelated battlements surround a miniature observatory, enormous oak beams overlook physics laboratories, a spiral staircase corkscrews up the front tower, and iron filigree trims the central staircase. In the attics rest mementos beyond description. This somewhat unlikely collection of neogothic grandeur is the Ryerson Physical Laboratory on the University campus. Site of early (and historical) work in the physical sciences, the building has sheltered several Nobel Prize winners, the Manhattan Project , and houses the continuing business of educating students at the University.
