They have demonstrated unmistakably the peril of nuclear proliferation and the weakness of international measures of control. These two main components of the nuclear danger - proliferation on the on hand, and the remaining cold war arsenals on the other - can no longer be considered in isolation. Yet, because of the stature of many of the Pugwash participants in their own countries (as, for example, science and arms-control advisers to governments, key figures in academies of science and universities, and former and future holders of high government office), insights from Pugwash discussions tend to penetrate quickly to the appropriate levels of official policy-making.

By Karen Young Kreeger Author: Karen Young Kreeger Sidebar Plugging into Pugwash It would be reasonable to assume that last month's awarding of the Nobel Peace Prize to the Pugwash Conferences on Science and World Affairs and Pugwash president and cofounder Joseph Rotblat represents something of a glorious swan song. The conferences and Polish-born physicist Rotblat, 87, were honored by the Nobel Committee last month in Oslo, Norway, for their nearly 40-year effort "to diminish the part played by nuclear arms in international politics" ( K.Y. Kreeger, The Scientist , Nov. 13, 1995, page 1 But as Rotblat and the group's many thousands of members and admirers point out emphatically, their work is hardly over. The challenges to peace and disarmament in the post-Cold War world are different-and in many ways more difficult-they maintain. Although nuclear disarmament remains Pugwash's main concern, the subjects tackled at annual conferences and workshops have branched out in a number of directions. "The range of issues and topics has expanded greatly, particularly with the considerable interest that people have in environmental issues and in some of the problems of developing countries," says United States Pugwash Committee cochairwoman Judith Reppy. She is an associate professor in the science and technology studies department and assistant director of the peace studies program at Cornell University.

Former colleagues and students gave Professor Joseph Rotblat a warm welcome when the Nobel Prize-winner for 1995 delivered a lecture entitled 'Science and Humanity in the Nuclear Age' as the University's Faculty of Science lecture for 1996-97 on Thursday, 17 April.
Joseph Rotblat came to The University of Liverpool from Poland in 1939 to work as a Research Fellow with Professor (later Sir) James Chadwick. By that time he had envisaged the concept of the atomic bomb, which he worked on with Professor Chadwick, using the cyclotron in the basement of the George Holt Building. Subsequently, in 1943, he went on to Los Alamos to work on the Manhattan Project until the end of 1944.
Throughout the early post-war years, however, he became increasingly preoccupied with the impact of nuclear weaponry on mankind and in 1957, having signed the 1955 Manifesto initiated by Bertrand Russell and Albert Einstein, he became deeply involved in the Pugwash Conferences on Science and World affairs which campaigned for the elimination of nuclear arms. He was for seventeen years Secretary General of the Pugwash Conferences and is now President.
The following day Professor Rotblat was the guest speaker at the Convocation Annual Dinner in Staff House. Those attending the Dinner were treated to a highly amusing yet thought-provoking speech by Professor Rotblat, whose deep affection for Liverpool was clearly evident.

Statement of the Pugwash Council
The Pugwash Council, meeting during the 52nd Pugwash Conference in La Jolla, California, expresses its concern over accelerating threats to global sustainability and security that will require intensified multinational cooperation and the strengthening of international institutions to safeguard human security. The most immediate of these is the prospect of military action against Iraq, whether carried out unilaterally by the United States or in coalition with other countries, without a UN mandate. A military conflict in Iraq would surely cause widespread human suffering and could lead to political destabilization across the entire region. The Pugwash Council calls on the United Nations and all countries to exhaust every possible option short of military force to compel Iraq's compliance with UN Security Council resolutions to allow the return of weapons inspectors in order to certify the absence of efforts to develop weapons of mass destruction. It also calls on the US and other governments not to take military action against Iraq without a UN mandate. More broadly, the shock to the international system caused by the events of September 11, 2001 still reverberates around the world. While much of the coordinated international action to combat organized terrorist groups is both necessary and urgent, the Pugwash Council deplores the fact that the campaign against 'terrorism' has become an excuse for increased defense budgets and military deployments, the curtailment of civil liberties, and support for authoritarian regimes on the part of some governments and organizations.

ITHACA, N.Y. The associate director of Cornell University's Peace Studies Program was in Norway last month for the presentation of the 1995 Nobel Peace Prize, which went to London scientist Joseph Rotblat and the Pugwash Conferences on Science and World Affairs, the organization over which Rotblat presides. Cornell's Judith Reppy attended the Nobel ceremonies in Oslo City Hall on Dec. 10 as a co-chair of the U.S. Pugwash Committee and member of the organization's international governing body. Pugwash was founded 38 years ago in Pugwash, Nova Scotia, to work toward elimination of nuclear weapons. Joining Reppy at the ceremonies which included a banquet and choral performance were Harvard University's Steve Miller, fellow co-chair of Pugwash's U.S. committee; John Holdren, chair of its executive council; and Richard Garwin, a long-standing Pugwash member and A.D. White Professor-at- Large at Cornell. "It was a very happy occasion," Reppy said of the event. "People were thrilled that Pugwash had been honored in this important way and glad to celebrate it with close friends. The Peace Prize is the only one awarded by the Norwegian branch of the Nobel Institute, so the gathering was smaller than the one in Stockholm and, from all reports, more fun. There was a certain amount of pomp the king and queen attended the official ceremonies and the concert, and there was literally a red carpet for them to walk on but the atmosphere was generally friendly and informal." Besides her post with the Peace Studies Program where she also has served as director, a rotating position Reppy is an associate professor in Cornell's Department of Science and Technology Studies. A specialist in issues relating to military spending and the economy, she received a Ph.D. in economics from Cornell in 1972 and has been affiliated with the Peace Studies Program since 1973.

Hello all, I was intrigued by the posting of C. S. Prakash regarding Student Pugwash, an auxillary organization of Pugwash Pugwash Conferences on Science and World Affairs. Recently, Pugwash and Professor Joseph Rotblat were awarded the Nobel Prize for Peace. As part of the commemoration of this honor, Student Pugwash has initiated a campaign to collect commitments from professionals and students in scientific fields, as well as concerned citizens worldwide. The Answer: The youngest person to receive a Nobel prize was Sir William Lawrence Bragg (Physics, 1915). He was 25 years old at the time. Bragg and his father, Sir William Henry Bragg, won the award jointly for their work with X-ray spectra, X-ray diffraction, and crystal structure. The oldest person to receive the prize was Joseph Rotblat (Peace, 1995) for his work with the Pugwash Conferences on Science and World Affairs. He was 87 years old at the time.
