In Oslo, Norway, activist Jody Williams and the International Campaign to Ban Landmines accepted the Nobel Peace Prize for their remarkable efforts against war and the weapons of war. Earlier this month, 122 countries gathered in Vancouver, Canada, to sign a treaty banning landmines. Notably absent from the signatories was the United States. Jody Williams, who comes from Putney, Vermont, is the coordinator of the International Campaign, which has 1,000 member organizations in 60 countries. At a news conference yesterday, she said the campaign's goals are clear: pressuring holdout nations to sign the treaty and persuading at least 40 countries to take the next step and ratify it, which the treaty needs to become binding. The Nobel Peace Prize is always presented on December 10, the anniversary of the death of Swedish industrialist Alfred Nobel, whose will established the prizes. The other prizes are given in Stockholm, Sweden. Tape:

Jody Williams is the founding coordinator of the International Campaign to Ban Landmines (ICBL) and is the chief strategist and spokesperson for the campaign. Working in an unprecedented cooperative effort with governments, U.N. bodies, and the International Committee of the Red Cross, the ICBL established an international treaty in 1997 banning antipersonnel landmines. She was invited to serve as technical adviser to the UN Study of the Impact of Armed Conflict on Children.     An American and her campaign to ban land mines around the world won the Nobel Peace Prize yesterday, instantly adding momentum to one of the causes Princess Diana championed.
    The prize endowed a century ago by the inventor of dynamite went to Jody Williams, coordinator of the International Campaign to Ban Landmines. The Norwegian Nobel Committee said Williams had transformed "a ban on anti-personnel mines from a vision to a feasible reality."
    Boris Yeltsin promptly pledged his support to Williams' cause, announcing that Russia would sign a global treaty to ban land mines.
    That leaves the United States and China as the only major countries to refuse to sign the treaty banning the export and use of anti-personnel mines.
    "It's a wake-up call for the United States. I would think that Bill Clinton would find it hard to keep saying he's a leader on this if he doesn't sign the treaty," Williams, 47, said from her home in Putney, Vt.
    Williams will split the $1 million prize with her 5-year-old group, made up of 1,000 organizations in more than 55 countries.

In 1992 Williams, working with six nongovernmental organizations (NGOs), established the International Campaign to Ban Landmines (ICBL). Williams served as founding coordinator of the group, which seeks to ban the use and deployment of antipersonnel landmines and destroy existing ones.     It is a privilege to be here today, together with other representatives of the International Campaign to Ban Landmines, to receive jointly the 1997 Nobel Peace Prize. Our appreciation goes to those who nominated us and to the Nobel Committee for chosing this year to recognize, from among so many other nominees who have worked diligently for peace, the work of the International Campaign.
    I am deeply honored but whatever personal recognition derives from this award, I believe that this high tribute is the result of the truly historic achievement of this humanitarian effort to rid the world of one indiscriminate weapon. In the words of the Nobel Committee, the International Campaign "started a process which in the space of a few years changed a ban on antipersonnel mines from a vision to a feasible reality."
    Further, the Committee noted that the Campaign has been able to "express and mediate a broad range of popular commitment in an unprecedented way. With the governments of several small and medium-sized countries taking the issue up...this work has grown into a convincing example of an effective policy for peace."

    History of the International Campaign to Ban Landmines Landmines are perhaps the cruelest weapon commonly held in today's arsenals. They cost as little as $3 to lay, but removing them from the ground can cost as much as $1000 per mine. They are left in the ground long after wars are over. They do not differentiate between an enemy soldier and a child who thinks it is a toy. Every year 26,000 people are killed or maimed by landmines; 1 person every 22 minutes. In Cambodia, a country trying to move past a difficult period of civil war, much of the arable land is planted with hazardous landmines. 1 in 250 people in that country are landmine amputees. For years, human rights groups have offered victims assistance and raised fund for demining. Inception of the ICBL: In 1991, a group of 6 human rights advocacy groups formed a coalition called the International Campaign to Ban Landmines (ICBL), dedicated to ending the destruction caused by anti-personnel landmines on civilian populations.     In Oslo on 10 December, the 1997 Nobel Peace Prize was awarded jointly to the International Campaign to Ban Landmines (ICBL) and its Coordinator, Jody Williams. Rae McGrath received the prize on behalf of the ICBL. Presenting the award, Nobel Committee Chair Francis Sejersted stated: You have not only dared to tackle your task, but also have proved that the impossible is possible." Extracts from the acceptance speeches follow. Rae McGrath "The International Campaign will do everything in its power in the coming months to achieve a legally-binding ban by December 1998. To this end, we, as Nobel Peace Prize laureates, issue a challenge directly to the heads of State of each signatory country: to make sure that your country is among the first 40 nations to ratify the Ottawa Treaty. ... All those States who failed to sign this Treaty have failed humanity. Size, power and economy are irrelevant. They are intransigent and uncaring in the face of compelling humanitarian, economic and environmental evidence that anti-personnel mines should be banned."     Political Fight Against Landmines ICBL The International Campaign to Ban Landmines consists of international voluntary organisations which have endorsed ICBL’s three major demands:
    • An international ban on all production and use of anti-personnel mines Increased resources for humanitarian demining programs Increased resources for the rehabilitation of mine victims.
    ICBL was awarded the Nobel Peace Prize in 1997, together with the co- ordinator, Jody Williams. Jody Williams is presently ICBL’s ambassador, and devotes most of her time to the campaign in an honorary capacity. Norwegian People’s Aid has been a member of the ICBL Board since 1998. In 1992, six organisations jointly launched the International Campaign to Ban Landmines, ICBL, with the aim of establishing an international ban against anti-personnel mines. Five years later, ICBL co-ordinator Jody Williams and Tun Chanareth received the Nobel Prize in Oslo, just a few days after 122 countries had signed the ban in Ottowa. The campaign for banning landmines is proof that popular mobilization works. Now it is important that the ban is respected and complied with. ICBL was launched by organisations who in a variety of ways had involved themselves in working among mine victims in Africa and Asia. In one country after another, where war and conflict had been experienced, local and international organisations found that landmines were a threat to both individuals and entire communities. Refugees who returned home in order to build a new life for themselves after the war, saw friends and family killed or maimed. Roads could not be used, supplies did not arrive, fields lay barren. No peaceful existences could be built up before the mines had been removed.
