How do they work?
Hybrid electric vehicles (HEVs) are powered by two energy sourcesan energy conversion unit (such as a combustion engine or fuel cell) and an energy storage device (such as batteries or ultracapacitors). The energy conversion unit may be powered by gasoline, methanol, compressed natural gas, hydrogen, or other alternative fuels. HEVs have the potential to be two to three times more fuel-efficient than conventional vehicles. HEVs can have either a parallel or series design. In a parallel design, the energy conversion unit and electric propulsion system are connected directly to the vehicle's wheels. The primary engine is used for highway driving; the electric motor provides added power during hill climbs, acceleration, and other periods of high demand. In a series design, the primary engine is connected to a generator that produces electricity. The electricity charges the batteries and drives an electric motor that powers the wheels. Are they available in the marketplace today? The Toyota Prius and Honda Insight were introduced in the United States in 1999 and 2000, respectively. Although these are the only two hybrids currently available, others auto manufacturers are working on developing HEVs of their own. These vehicles

    General Information
    The State of California has supported the development of alternative transportation fuels (fuels other than gasoline or diesel) since the creation of the Energy Commission in 1975. Earlier programs included demonstration programs with vehicles using "neat" ethanol and methanol; infrastructure development for methanol/gasoline blends - M85; support for and flexible fuel, natural gas and electric vehicles. Nearly 100 percent of the state's transportation system is fueled currently by fossil fuels. Moving toward a more diversified approach to fuels and supporting the advancement of higher efficiency vehicles is one of the goals of the State's programs.

    Hybrid-Electric Vehicles
    Hybrid-electric vehicles (HEVs) combine the internal combustion engine of a conventional vehicle with the battery and electric motor of an electric vehicle. This combination offers the extended range and rapid refueling that consumers expect from a conventional vehicle, with the potential for significant energy and environmental benefits. More efficient cars can make a big difference to society in terms of reducing our nation's oil consumption. Also, the serious deterioration of urban air quality has motivated government regulators to require lower tailpipe emissions from vehicles. Today's HEVs have two important advantages over conventional vehicles:
    • Fuel efficiency is greatly increased (hybrids consume significantly less fuel than vehicles powered by gasoline alone). Tailpipe emissions are greatly reduced.
    The HEVs available for sale today are cost competitive with similar conventional vehicles. Any first cost premium that may be associated with HEVs can be offset by overall fuel savings over the life of the vehicle. Federal and state tax incentives can make HEVs even more attractive. (Note: The State of Colorado has enacted generous tax credits for purchasers of hybrid vehicles - see link below.) HEVs are now at the forefront of personal vehicle technology development. Three hybrid models are currently available for purchase, two made by Honda, and the other by Toyota. As many as eight new models, to be offered by virtually all major automakers, are expected to hit showroom floors by 2006, including hybrid pickup trucks and sport utility vehicles. HEVs are a viable transportation option today, unlike fuel cell vehicles which are promising but are still many years away.
