When a Bill becomes an Act, it is published on the HMSO website at Acts of the Scottish Parliament In many cases, Explanatory Notes are published to accompany Acts of the Scottish Parliament. These Notes are published on the HMSO website at Explanatory Notes to Acts of the Scottish Parliament . The aim is that the Explanatory Notes should be published on the Internet at the same time as the Act but this might not always be possible and may follow within 2-3 days of the publication of the Act on this site. The Parliament publishes "Passage of the Bill" volumes for each Bill that is enacted. These volumes contain all relevant documents (each version of the Bill, Marshalled Lists, committee reports, Official Reports etc.) relating to the passage of the Bill through the Parliament. They are available in hard copy only from Stationery Office bookshops. The volumes relating to Bills enacted in 1999 and 2000 are already available; most volumes relating to Bills enacted in 2001 are either available or in preparation. His web chat answers 50 years in TV David Attenborough's latest series, shown in November 2002 on BBC1, presents the biggest ever wildlife series devoted to mammals. It features many of the planet's most fascinating species, including ourselves. From the tiniest bat to the massive blue whale, all mammals share the ability to nurture their young on milk and regulate their own temperatures. Mammals from tiny shrews to giant anteaters have specialised in eating insects. Some have even pursued their prey into the skies. The plant eaters take on the largely indigestible, spiny and poisonous defences of plants with some spectacular physical adaptations to diet. Special tools like chisel sharp front teeth and underground dwelling enable this group of mammals to feast on roots and seeds. Predators and prey must evolve speed, endurance and manoeuvrability to outwit each other, and the pack hunters must maintain order in the ranks. A mammal capable of having a varied diet can be highly adaptable and exploit new environments including the cities where they thrive.

It has been clear from the beginning that we have always given priority to older claimants and to the widows and beneficiaries of those claimants who have died. It is tragic that so many of the claims have been resolved by death rather than by payment in full. Widows have a high priority and interim payments are made to them even if the final claim has not been fully processed. Baroness Miller of Hendon: My Lords, given the speed with which the Chancellor of the Exchequer is busily preparing a basket of goodiesor should I say bribes?for the electorate in anticipation of the coming election, can the Minister say whether the Chancellor of the Exchequer is able to use all the power at his disposal, together with the generosity he is showing in other areas, to speed up this process? As the Minister said, the Government have decided to implement the compensation system in full, and, as the noble Lord, Lord Mason, said, many people are dying. Can the Chancellor not now get round the problem and deal with it once and for all, as it seems possible for him to do in many other areas? Lord McIntosh of Haringey: My Lords, I wish it were only a question of money. As has been clear throughout these exchanges, the problem lies in the slowness of making claims, the lack of response to some of the offers that have been made, and, above allthis is the most difficult problem at the momentthe shortage of suitably qualified doctors. If it were simply a matter of money, the issue could have been dealt with a long time ago.
