Todd discussed the procedures he developed for conducting “security vulnerability assessments” at chemical facilities in the post September 11 era. Although there has never been a terrorist attack on a U.S. chemical facility, Todd noted several stories illustrating that the potential threat to chemical plants from terrorists is real, including a recent security alert issued by the FBI to Houston petrochemical plants. Among the potential threat to chemical plants noted were chemical release, theft, contamination (resulting in food or crop damage) and economic (through the destruction of critical infrastructure). Todd stated that the philosophy of the security program was to “deter, detect, delay and diminish” the threat from any aggressor. The West Virginia chapter election will be final in early March. The Chapter plans to become active again in 2003, so look for some happenings in West Virginia in the upcoming months. The Erie chapter has had many good programs this year, including a February program on the new Pennsylvania Administration and the role of the safety versus environmental professional in the workplace.
