  • It safely disposes of wastewater in areas where poor soil drainage may rule out traditional septic tanks and leach fields. It offers sparsely populated communities a low-cost alternative to centralized treatment facilities.
Because economic growth and environmental protection are both important to the well-being of the Tennessee Valley, TVA is taking an active role in promoting the use of decentralized wastewater treatment technology. Decentralized treatment can alleviate the environmental problems historically associated with conventional septic systems, problems that have hampered development in rural areas. For that reason TVA believes the decentralized approach can help spur environmentally friendly economic growth. The Consortium of Institutes for Decentralized Wastewater Treatment, often referred to as "The Onsite Consortium", is a group of Educational Institutions cooperating on decentralized wastewater training and research efforts. The Consortium also includes people from educational institutions, citizens groups, regulatory agencies and private industry.
As funding for centralized wastewater collection and treatment has diminished there has been a dramatic shift in interest among professionals and the public towards decentralized wastewater technologies which can be environmentally compatible and cost-effective.
The Consortium is working to provide curriculum that will expose university engineering and science-students to decentralized wastewater treatment options and to provide educational opportunities for citizens, decision-makers, regulators and consultants. An international effort is being coordinated to focus and encourage research and education about decentralized wastewater treatment and to:

The LOTT Wastewater Alliance helps preserve and protect public health, the environment and water resources by providing wastewater management services for the urbanized area of north Thurston County. Its four government partners (Lacey, Olympia, Tumwater and Thurston County) jointly manage wastewater resources for a 14,000 acre area, serving a population of about 78,000 people. Their joint efforts currently include a central treatment plant , major sewer lines, flow management, and long-range planning. A long-range plan and revised governance structure were approved by the LOTT Partners. The new structure, called the LOTT Alliance, was fully implemented July 1, 2001.
