Cultural Corridor Wastewater Department Wastewater Plant Upgrades - Terry Kaeding, Finance Office In anticipation of the wastewater plant "Effluent Pump Station and Force Main Project" of approximately $4 million, the sewer rates for residential and commercial accounts will increase approximately 12 percent in addition to an increase in the minimum bill. Commercial customer's monthly minimum bill will increase from $6.56 to $7.00. Residential customer's bi-monthly minimum bill will increase from $13.12 to $14.00. The new sewer rate will be $2.24 per 100 cubic foot above the minimum of 400 cubic ft. for the bi-monthly residential accounts and 200 cubic ft. for the monthly commercial accounts. The new rates will be effective on the first bill in July.

Introduction
I am a businessman and home builder. As such it is not my usual practice to address people on engineering concepts. I intend to try to convey the vision that the Toronto Healthy House project embodies as it applies to wastewater treatment. Please excuse me if I am a little too general. The Toronto Healthy House project came about as a result of a nation-wide competition initiated by Canada Mortgage and Housing Corporation, the Healthy Housing Design Competition. The goal of the competition was, in broad terms, to design healthy and environmentally sensitive dwellings suitable for the next century. With respect to wastewater, the guidelines emphasized reducing or eliminating water consumption and therefor waste water production, minimizing the use of chlorine or other additives and using passive and low energy methods wherever possible.

  • Do you have an on-site wastewater disposal system (septic tank) on your land?
  • Is your septic tank less than 50 feet from a water well?
  • Do you pump your septic tank on a regular basis (about once a year if you have a garbage disposal or once every 3 to 5 years if you do not)?
  • Do you dump grease, oils or leftover household chemicals down the drain?
  • Have you noticed wet or smelly areas in your yard?
  • Is your septic tank capacity too small to accommodate the number of people in your household, or has an additional restroom been added to your home?
  • Do you have non-sewage water entering your septic system or drain field?
    If these questions create doubt about the safety of your management practices, this publication will provide helpful information. Household Wastewater Treatment Virtually all farms use a septic system or similar on-site wastewater treatment system. While these systems are generally economical and safe, household wastewater can contain contaminants that degrade water quality for such uses as drinking, stock watering, food preparation and cleaning.

    Nature of the Work About this section Back to Top Clean water is essential for everyday life. Water treatment plant and system operators treat water so that it is safe to drink. Liquid waste treatment plant and system operators , also known as wastewater treatment plant and system operators, remove harmful pollutants from domestic and industrial liquid waste so that it is safe to return to the environment. Water is pumped from wells, rivers, and streams to water treatment plants, where it is treated and distributed to customers. Liquid waste travels through customers' sewer pipes to liquid waste treatment plants, where it is treated and returned to streams, rivers, and oceans, or reused for irrigation and landscaping. Operators in both types of plants control processes and equipment to remove or destroy harmful materials, chemical compounds, and microorganisms from the water. They also control pumps, valves, and other processing equipment to move the water or liquid waste through the various treatment processes, and dispose of the removed waste materials.

Contact The History of North Liberty's Sewage Treatment The City of North Liberty was incorporated November 10, 1913. The population was approximately 190 and out houses were the primary means of sewage disposal. The population dipped to 150 in 1930 and doubled to 300 by 1940. Septic systems were installed mid-century. These systems broke down sewage with naturally occurring bacteria. In 1960 the population was 334, and the city initiated a study to determine the feasibility of city-wide sewage treatment. In 1965 a letter written to the Department of Health, Education, and Welfare stated, "Existing septic tanks and soil absorption systems are grossly inadequate because of clay and gumbo soil conditions. Sewage is discharged into street ditches creating a local nuisance and health hazard. Final disposal is into Muddy Creek which discharges into the Iowa River less than a mile upstream from the Iowa City city limits."

    Wastewater treatment uses microbes to decompose organic matter in sewage. If too much untreated sewage or other organic matter is added to a lake or stream, dissolved oxygen levels will drop too low to support sensitive species of fish and other aquatic life. Wastewater treatment systems are designed to digest much of the organic matter before the wastewater is released so that this will not occur. Treatment systems use physical, chemical, and biological processes:
    • Primary treatment physically removes large solids using grates, screens, and settling tanks. Secondary treatment promotes growth of bacteria and other microbes that break down the organic wastes. These biodegradation processes also take place in streams, lakes, and oceans, but the purification systems in nature can easily be overloaded with input of too much organic waste. Secondary treatment prevents this type of pollution by degrading most of the organic matter before the water is released into the environment. Tertiary treatment is used only where it is needed to protect the receiving waters from excess nutrients. In tertiary treatment, the concentrations of phosphorus or nitrogen are reduced through biological or chemical processes.
