So where does the word Cybernetics come from?
Excerpt from pages 11-12 "Thus, as far back as four years ago, the group of scientists about Dr. Rosenblueth and myself had already become aware of the essential unity of the set of problems centering about communication, control, and statistical mechanics, whether in the machine or living tissue. On the other hand, we were seriously hampered by the lack of unity in the literature concerning these problems, and by the absence of common terminology, or even of a single name for the field. After much consideration, we have come to the conclusion that all the existing terminology has too heavy a bias to one side or another to serve the future development of the field as well as it should; and as happens so often to scientists, we have been forced to coin at least one artificial neo-Greek expression to fill the gap. Norbert Wiener Since Leibniz there has perhaps been no man who has had a full command of all the intellectual activity of his day. Since that time, science has been increasingly the task of specialists, in fields which show a tendency to grow progressively narrower. A century ago there may have been no Leibniz, but there was a Gauss , a Faraday , and a Darwin . Today there are few scholars who can call themselves mathematicians or physicists or biologists without restriction. A man may be a topologist or an acoustician or a coleopterist. From Philosophy to Mathematics to Biology

Two months before his death, in a ceremony at the White House, Norbert Wiener was awarded the National Medal of Science. The citation by President Johnson said: " . . . for marvelously versatile contributions, profoundly original, ranging within pure and applied mathematics, and penetrating boldly into the engineering and biological sciences." Our assignment here is twofold: we want to explore how Wiener came to penetrate into biology, a field into which few real mathematicians had strayed before him; we should also like to assess, no matter how incompletely, the imprint that Wiener has left upon the sciences of Life and Man. From his early youth Wiener, the prodigy, acquired intensive experience in the manipulation of both mathematical and linguistic symbols; but his career choice seemed initially little related to these skills. Perhaps in part due to his father's acquaintance with Walter B. Cannon, Norbert seemed sufficiently interested in biology to become a graduate student in zoology at Harvard University, after he had graduated at the age of 14 from Tufts College. But, in spite of his interest in the subject matter, Norbert had neither the manual skill nor the patience to do well in the graduate courses in biology of that era. In one of his autobiographical books Wiener commented on the contrast between his quick insight into ideas and his extreme lack of manual dexterity as follows:

Under Karl T. Compton's presidency of M.I.T., the Departments of Physics, Chemistry and Mathematics ceased being merely service departments and became the nucleus of a School of Science with increased commitment to what is today called Basic Research. But this enhanced status of mathematicians and of mathematical research did not lead Wiener to loosen his ties with his colleagues in the School of Engineering. On the contrary, during the 1930s, Vannevar Bush and several younger faculty members from M.I.T.'s Electrical Engineering Department interacted with Wiener in ways that came to affect the future of computer and communications engineering significantly, particularly through the use of sophisticated mathematical techniques. Bush was beginning to overcome the technical obstacles that stood in the way of the construction of the differential analyzer, the preWorld War It forerunner of modern high-speed computing machinery. Wiener's close contact with this program and his joint work with Y. W. Lee on the design of electric circuits, led him to consider, most often in the abstract, the potentialities of the computers of the future and to search for criteria and concepts that would make it possible to separate message from adventitious noise. This was also the period during which Arturo Rosenblueth and Norbert Wiener examined closelyÑin a series of monthly discussion meetings how the scientific method was being applied in a variety of fields. During World War II Norbert Wiener worked on the design of fire control apparatus for anti-aircraft guns. In some sense this problem seemed to be tailor-made for him since it permitted him to pull together many of his previous interests: Wiener saw with great clarity the close relation between the statistical study of time series and the formulation of the basic task of communication engineering, namely the transmission of messages. For a message to be transmitted there must be a repertory or ensemble of possible messages and a way of assessing the probability of these messages. These topics when joined to the problems of filtering and prediction from existing time series comprise the substance of a book that Wiener wrote under the title of Extrapolation, interpolation and smoothing of stationary time series (with engineering applications). (During the war it was known by the more picturesque title of the "Yellow PerilsÑthe cover contributed the adjective.)

One final note, the editor of this book was Wilbur Schramm, the head of the first Institute of Communication Research at the University of Illinois. This book heavily influenced Schramm, as seen later in this essay (see Schramm von Bertalanffy, Ludwig (1988). General system theory: Foundations, development, applications. Most notable is the theory of an organism as open system (published originally in 1940). This notion of open system "pried the lid off" of previous closed systems thinking and necessitated the incorporation of environment and culture in our scientific endeavors. Rapoport, Anatol. Fights, games, and debate s (1960). Ann Arbor, MI: The University of Michigan Press. Rapoport was one of the foremost game theoreticians. He looked for "different kinds of intellectual tools for the analysis of conflict situations (p. 12)." His last two chapters entitled, the "case for individualism" and the "case for collectivism" precede Hofstede's similar concept used today in intercultural communication. Rapoport claims it is the tension between cooperation and competition that provides conflict situations. In a recent (1985) book by Axelrod, Rapoport won a computer-simulated prisoner's dilemma contest by submitting a tit-for-tat solution (i.e., cooperation). Axelrod theorized that cooperation is the best strategy in solving prisoner dilemma-type conflicts. Rapoport helped us think twice about games and how they can serve as practical aids in the study of communication.

The 2001 Norbert Wiener Award
Twenty Years Later: Star Wars remains Expensive Science Fiction CPSR Awards the 2001 Norbert Wiener Award to Nira Schwartz and Theodore Postol for Their Courage in Exposing that Fiction. Computer Professionals for Social responsibility was founded twenty years ago, in part to organize the vast majority of computer scientists who understood that Star Wars was simply not within the realm of technical possibility. Twenty years later millions of lines of code - working flawlessly - the first try - remains fantasy. CPSR Awards it Annual Norbert Wiener Award to Dr. Nira Schwartz and Dr. Theodore Postol for Exposing the Failure of Star Wars Technology. These scientists are Galileo's of our time, noting the limits of rhetoric against reality. For disagreeing with those who would accept funding on any pretense, both of these computer professionals have suffered career damage, from refused funding to unceremonious dismissal. Yet unlike Galileo, they have not renounced their findings in the face of powerful unfounded opposition. Dr. Nira Schwartz who worked on the Star Wars project in 1995 and 1996 charged her employer, TRW, with misleading the Pentagon and the public by falsifying test results as to the ability of the system to detect real warheads from decoys. She was summarily fired, allegedly as a result of her refusal to cooperation with the publication of false test reports.
