Cockfighting, however, is ignored by mainstream travel literature. Still, the cockfights take place all over Mexico, for example, it is a special Sunday Mexican fiesta in Guadalajara. Unlike the majority of the United States (cockfights are only legal in New Mexico, Oklahoma, and Louisiana), cockfights are indeed legal in Mexico. The same country and city ordinances that relate to bullfighting (charreadas) regulate the cockfights as well. An impresario's license to sponsor the fight requires him to maintain order during the fight and to observe the rules and traditions of cockfighting. For example, there must be, if any at all, a small weight deviation between two competing gallos. Questions for discussion: 1) As mentioned above, many people earn a living as a result of cockfights. Suppose you were morally opposed to any aspect of the cockfight, but you could only make a living either in Mexico or the U.S. by having some type of involvement with the sport, what would you do and why?

Measure Calls For Vote To Reduce Penalties

OKLAHOMA CITY Senators are expected to decide whether to ask Oklahoma voters if they meant it when they approved tough penalties for cockfighting in November. Sen. Frank Shurden, D-Henryetta, has filed a bill asking for a statewide election to reduce the penalties for cockfighting from a felony to a misdemeanor. Senators are scheduled to discuss the measure Tuesday. "For them not to back up the vote of the people is cowardly," Janet Halliburton, leader of the Oklahoma Coalition Against Cockfighting, said of the Legislature. On Nov. 5, Oklahoma voters approved State Question 687 to ban cockfighting in Oklahoma and make violations felonies. The proposal got 56 percent of the vote. The next day Shurden, who said he's never been to a cockfight, said the penalties for cockfighting are too severe and he would propose legislation to reduce them to misdemeanors. He's now changed his legislation, Senate Bill 835, to call for a statewide election on changing the penalties rather than having the Legislature do it.

Voters approved the ban 55 percent to 45 percent to end the rural tradition, leaving only two other states in the nation that allow it. "It shows that we are not a haven for animal abusers," said Janet Halliburton, chairwoman of the Oklahoma Coalition Against Cockfighting. "We have been the laughing stock of the nation." Halliburton said she felt vindicated after pushing for a ban for three years. "We never thought it would be so difficult or cost so much or take so long," she said. "We are finally vindicated and the people of Oklahoma got their chance to vote. That's what the cockfighters feared." The political match that pitted animal rights activists against gamecock breeders proved much tighter than polls had showed. A poll last week predicted the ban would prevail by a 2-to-1 margin.

Cockfighting is indeed a unique game of China, which has a history longer than any other animal fight in the world. From Song Dynasty up to the present day, cockfighting has been popular in Kaifeng.
In Kaifeng, the cockfighting enthusiasts are called "cockfighting players". They take cockfighting as a pleasure. Most of the enthusiasts love wushu and drinking. They are loyal to their friends and strict to discipline. They have their own tradition, i.e. they consider principles more important than favoritism . If you really love his gamecock, through a friend's introduction, he can present it to you freely, but you must strictly observe the rules: you may raise it, but you cannot transfer it to others, nor can you breed it with hens. In 1981 the government of Indonesia, presumably motivated by high moral principles, decreed that all forms of gambling, including cockfighting, would henceforth be illegal. The results of this law have been about the same as anywhere else in the world where popular, relatively innocuous, and slightly immoral activities have been prohibited. The practice has merely moved away from prying eyes so that it is less obvious but still very real. So popular has cockfighting been in Bali for so many decades, that it is about as realistic to tell a Balinese man that he cannot participate in his favorite sport as it is to tell the sun not to rise. Concealing cockfights from the law isn't all that difficult. It is illegal to possess drugs, or firearms, but not chickens, and I have never heard of anyone being arrested for carrying a fighting cock down the street. So, the animals don't have to be concealed - just what they do to each other. And there are more than enough of out-of-the-way places in Bali to insure that this tradition is perpetuated. Every now and then the cops come and break up a cockfight. But, usually they have better things to do, and they know full well that, as soon as they go away, it will be business as usual. So, the law doesn't take this matter very seriously. A local policeman who tries to keep his friends neighbors from cockfighting is not likely to be on the scene very long.

Cockfighting is a tradition in Mexico, much like bullfighting. The Fighting Cock is a breed of domestic fowl, originating in India more than 4,500 years ago. Breeders say it is a dignified, wild, tough-bodied bird. It is good for hunting and is easy to raise. There are many different breeds, and they are bred for strength and endurance. The contests are held in a fighting pit, one side painted red and the other side green. The owners bring their roosters to the judge, who weighs them on a scale, and examines the bird. Owners oftentimes bring more than one bird to fight. The judges examine the birds and determine the odds. They also sell tickets. If you purchase a ticket on the favored bird, and he wins, you win, but not as much as if you chose the "underdog." If the winner of the fight is the "underdog", you are paid almost double your bet. The judge accepts your bet and pays out to the winners. At a recent cockfight held in a neighboring town of Manzanillo, the minimum bet was 100 pesos, or about $9 dollars.

The effort to ban cockfighting is gaining steam both at the state and federal level. In Oklahoma, one of only three states which still allows cockfighting, the Oklahoma Coalition Against Cockfighting is planning a ballot initiative for November 2000. Meanwhile, in Washington, DC, Congressman Collin Peterson (D-MN) and Senator Wayne Allard (R-CO) have introduced legislation (H.R. 1275 and S. 345) to prohibit the interstate transport of fighting birds. Cockfighting is a cruel, bloody practice in which birds are affixed with knives and gaffs and forced to fight for the amusement and wagering of spectators. Wayne Pacelle of the Humane Society of the United States writes, "...pitting animals against one another, cutting their legs with sharp implements, and gleefully watching them hack one another to death blends both animal cruelty and human depravity". The practice of cockfighting degrades all sentient life, and when gambling, firearms, and drugs are added to the mix, the results can be disastrous. Pacelle describes one tragic incident, "...the scene was gruesome a gangland-style triple homicide with each of three human victims shot in the head at point-blank range. It wasn't a drug deal gone bad.

Voters in the state of Oklahoma approved a “state question” in the November election which banned the sport of cockfighting in that state (at the time, cockfighting was legal in only three states – New Mexico, Louisiana and Oklahoma). In addition, a law was passed at the federal level which banned the interstate transport of roosters for cockfighting. This meant that those who raise fighting “cocks” in other states could no longer ship them off to other states.

Every cockfighter has his own method of training his birds, some claiming to use secret formulas and special diets. It is even said that game cocks eat better than most people (sometimes including their owners' children). In rural areas you will see proud owners and trainers fondling their birds under the crook of their arm. Gamecocks are imported or brought from local breeders in Cavite, Negros and Iloilo.
There are over one thousand cockpits, or galleras in the country. They vary in size and sophistication, but the basic design is the same, consisting of the pit proper surrounded by a grill or fence where the game cocks fight, and around it tiers of benches. Ringside seats are the most expensive. Cockfights take place in Metro Manila almost every day. In Cebu there are cockfights at least three times a week. Elsewhere, cockfights are held on Sundays and public holidays. You can tell there's s cockfight on when a small red flag is fluttering from a slim bamboo pole outside the sabungan or gallera. Cockfighting, like horse racing, has specialist bookies and touts. Bets can go as high as P500,000 and are paid immediately after each fight. It is said that houses, land titles, jewelry and car registrations have been wagered at cockfights and gaming tables.

[To accompany S. 345] The Committee on Agriculture, Nutrition, and Forestry, to which was referred the bill (S. 345) to amend the Animal Welfare Act to remove the limitation that permits interstate movement of live birds, for the purpose of fighting, to States in which animal fighting is lawful, having considered the same, reports favorably thereon and recommends that the bill do pass. PURPOSE, NEED AND BACKGROUND This legislation will close a loophole in the Animal Welfare Act (AWA) that allows for the interstate transport of gamecocks for fighting purposes from states where cockfighting is illegal to states where cockfighting is legal. This change will bring consistency to the law, treating birds as other animals are treated by preventing interstate transport for fighting purposes, closing a significant loophole in the law. This legislative change will also help law officers enforce cockfighting bans in the 47 states in which cockfighting has been banned. The three states where cockfighting is legal are: New Mexico, Louisiana, and Oklahoma. This bill would not prohibit cockfighting in those states where it is currently legal.

The Cruelty of Cockfighting (Rooster Fighting) WHAT HAPPENS IN A TYPICAL COCKFIGHT Razor-sharp knives or ice pick-like "gaffs" are strapped to the heels of two roosters that have been specifically bred to increase their tendency to assault one another. (Gentle birds are killed as soon as this "undesirable" trait is recognized.) Strychnine (a poison) or a drug may be administered to animals prior to a fight to agitate them. Handlers incite roosters to fight by repeatedly pushing their heads together so that each bird thinks the other bird is attacking. Any rooster that chooses not to fight or attempts to leave the pit is ridiculed and killed. A fight typically continues until one of the animals is dead. Handlers revive injured roosters (e.g. by squeezing the blood out of their hemorrhaging lungs), but a bird able to regain his ability to stand is not rescued but is, instead, sent back into the fight. It is not unusual for children to be present at rooster fights. Fight "winners" are often severely injured (and may die later). Birds blinded in one eye will later be fought in so-called "blinker" derbies. If a fight lasts much more than a quarter-hour, the frenzied crowd often becomes bored. To make room for a new fighting pair in the main pit, the previous pair are moved to a smaller "drag" pit where they continue to slowly stab each other to death. This can take more than an hour. The bodies of losing birds are thrown into garbage cans (even though some may be only dying and not dead). These bodies should not be eaten because their tissues may contain poison or a drug and the wounds created by dirt- and dung-covered gaffs are always contaminated with dangerous bacteria.

Throughout history, many heinous things, such as slavery, child labor, and the subjugation of Native Americans and women were all strenuously defended on the basis of tradition, culture, and even economics. Animal fighting is no different. Some cockfighting enthusiasts claim that local economies will benefit from the money spent by participants in their communities and in local feed stores (for chicken feed). However, economics does not justify the continuation of a brutal sport that involves intentional cruelty to animals.

We distinguish ourselves from other states in so many ways: our stunning landscapes, the rich diversity of our citizens, our enviable climate. There’s so much to love about New Mexico, most of us can’t imagine living elsewhere. However, one aspect of New Mexico that makes most people shake their head in disbelief is our retention of a centuries-old practice called cockfighting. A great many New Mexicans are astonished when they learn that this archaic spectator event is still legal. People ask, in all sincerity, "You mean people still do that here?" The late Cesar Chavez said that compassion towards all living things is a mark of a civilized society. Conversely, cruelty, whether it is directed against human beings or against animals, is not the exclusive province of any one culture or community of people: "Racism, economic deprival, dogfighting and cockfighting, bullfighting…..are all cut from the same fabric: violence…" Although cockfighting has been practiced throughout the world for hundreds of years and is believed to have originated in either India or China, many societies have now banned it because it is cruel. In the United States, every state prohibits cockfighting except Louisiana, Oklahoma and New Mexico.

Originally Published November 30, 2001, in the Tulsa Independent Saturday afternoon. Tomorrow is the Sabbath, and folks are taking a day of well-earned rest from factory jobs and farm work. College football is on TV, but a slightly different sport is on everyone’s mind. Across rural Oklahoma, remote, nondescript barns begin to be surrounded by run-down cars and registered farm trucks. There’s nothing interesting at all about these buildings, unless you count the oversized parking lot – which is unusual for a barn in the middle of nowhere. Inside, it’s a different story. In the middle, surrounded by concentric rows of metal or wood bleachers, is an area almost like a square-dance stage. The floor is covered with a mixture of sand and sawdust, known among this crowd as “grit,” as opposed to the wonderful hominy dish of the same name). Children and women dot the mostly-male crowd, and the smell of fried chicken, nachos and old chaw lingers in the earthy air. Beyond the stage, animal handlers prepare their subjects.
