Krieger Mercury News ``Survival of the fittest'' is moving from the wilderness to the laboratory, where parents can pick and choose their future children based on information contained in a tiny embryo's genetic code. Doctors in the Bay Area have used this genetic test, called preimplantation genetic diagnosis, or PGD, to identify human embryos that lack deadly mutations, allowing more than a dozen local families to have children free of illnesses that have long haunted their families. By preventing the birth of babies with disabilities and disease, PGD offers hope to would-be parents who carry severe genetic defects. Embryos with defects are discarded or donated to research; healthy embryos are implanted. ``These are people who would be faced with a very serious burden if their child was born with a lethal or life-altering disease,'' said Dr. David Adamson of San Jose, who has delivered healthy babies to two South Bay couples with a family history of severe genetic illness.

A videocassette tape labeled "Whiplash" could have been a driver's education video, but the strange and sinister sounding title seemed out of place on a librarian's desk at Springdale Junior-Senior High School. His hunch proved correct. "Whiplash" was a bomb, rigged to detonate when moved or picked up. The device was one of five planted by Sgt. Robert Clark, director of the Allegheny County police bomb squad. Clark's goal: Educate the educators about explosives in a one-day school safety seminar at Springdale yesterday. The lesson comes at a time when many are concerned about school violence and possible repeats of the killings at Columbine High School in Littleton, Colo. "Our schools are becoming battlegrounds," Clark told the group of 40. "On those battlegrounds, you as educators are the front lines." Clark said teachers and administrators are best able to identify bombs, as they are the ones most likely to know when something is out of place in the school environment. He said educators must be constantly on the lookout for explosives, not just when a bomb threat is called in.

The TRICARE Management Activity (TMA) Program Integrity office in Aurora, Colo., is the central coordinating agency for investigating alleged cases of fraud and abuse committed against the Military Health System (MHS) TRICARE program, its beneficiaries, and United States taxpayers. Their active involvement investigating and prosecuting health care fraud cases has resulted in a return of millions of dollars to the federal government and Department of Defense (DoD).
In 1999 alone, working in conjunction with the Defense Criminal Investigative Services (DCIS), the Program Integrity office successfully recovered fraudulent TRICARE payments exceeding $29 million including fines, penalties and restitutions to the departments of Justice and Treasury.
"Maintaining a quality health care system requires a vigilant 'fraud watch' program to ferret out those who abuse the system. Our goal is to make sure that military families and American taxpayers get the biggest bang for their buck, and the best military health care system we can give them," said Dr. H. James T. Sears, executive director, TMA.
The TMA strategic plan to thwart fraud and abuse within the MHS includes several facets: developing an aggressive oversight plan to assure that managed care support contractors (MCSCs) emphasize fraud detection and prevention; providing training for government and contractor employees on fraud abuse recognition and reporting procedures; participating in multi-agency health care fraud initiatives; and reviewing claims and clinical data regularly to monitor for patterns of fraud or abuse which warrant further investigation.

In many countries, controlling shareholders are accused of tunneling, transferring resources from companies where they have few cash flow rights to ones where they have more cash flow rights. Quantifying the extent of such tunneling, however, has proven difficult because of its illicit nature. This paper develops a general empirical technique for quantifying tunneling. We use the responses of different firms to performance shocks to map out the flow of resources within a group of firms and to quantify the extent to which the marginal dollar is tunneled. We apply our technique to data on Indian business groups. The results suggest a significant amount of tunneling between firms in these groups. I am just waiting for the documentary of Pat Wright's campaign kickoff/ferret party that the website promises. If you are at all like me, you are convinced that the American media has a severe bias. For instance, while CNN may tell you that Californians are voting in the primaries March 5 , they don't say a thing about ferrets. And I find that a bit odd.     By Alison Pence My son, now 14 months, is interested in socializing. So, even though I knew it would be hard to leave him in the hands of another, this fall I began a search for licensed family day care within walking distance of my Noe Valley home. What is family day care? It's the care of children by a person in her or his home. To be licensed by the state, family day care providers must pass a background check and be certified in first-aid and CPR. They also must follow strict rules on the number and ages of children they take care of. In my case, I was looking for homes that would take kids under 2 years old. My first step was contacting the Children's Council of San Francisco, a nonprofit advocacy group founded in Noe Valley more than 25 years ago. The Children's Council operates a free referral service at 243-0111, and will match your zip code to its listings and give you the numbers of licensed providers over the phone. The group also has a resource room at 2601 Mission St. (Suite 600), where you can go for information. Hours are 9 to 4, Monday through Thursday (but please call ahead for an appointment). In addition, the Children's Council gives free workshops on "Choosing Child Care." The workshops call to preregister take place on the second Tuesday of the month at the Council's downtown office, 575 Sutter St.

    These offerings tend to fall through the cracks Ever hear of Conexant Systems (CNXT)? You probably wish you had. When the little-known former subsidiary of Rockwell International (ROK), made its debut back in January, only seven analysts followed the semiconductor maker, vs. the 15 that do today. The stock dropped 11% in the initial six weeks. But buoyed by an upturn in the semiconductor industry, Conexant has since rocketed from a split-adjusted 9 13/32 at its launch to 62 15/16 recentlya stratospheric 569% gain.
    Conexant represents the kind of unglamorous orphan that may offer the greatest opportunity for individual investors. Known as a ''straight spin-off,'' Conexant became a public company with little fanfare when its shares were quietly handed to Rockwell shareholders. By contrast, the Nov. 18 market debut of Agilent Technologies (A), Hewlett-Packard's (HWP) former test-and-measurement equipment division, couldn't have been more different. The 15% of Agilent shares Hewlett sold via an initial public offering shot up 47% during the first trading session, to 44.

Done right, they could create a stir in a humdrum market Spin-offs, carve-outs, bust-ups, and all the other corporate weirdness that on Wall Street go by the bland name "special situations" can be a royal pain to understand. They also can prove uncommonly profitable. Chemical company Cabot, for example, last year spun off a unit that makes compounds used to polish semiconductors. Before the deal, Cabot had a $2 billion stock-market value. Today, the market values of Cabot ( CBT ) and Cabot Microelectronics ( CCMP ) total $4 billion.
    One guy who spotted that situation early is Joe Cornell, who heads Spin-Off Advisors, a Chicago research and hedge-fund firm. Amid the market's new sobriety, the flow of such deals is dwindling a bit, yet plenty of opportunities remain. Cornell told me he expects fewer carve-outs, or two-stage spin-offs. The first step is an initial public offering of, say, 20% of the stock in a unit a parent company aims to divest. In a second step, the parent distributes the remaining 80% interest to its shareholders via a special dividend.
    But with a cool IPO market, Cornell is seeing more straight spin-offs that go right to step two. "Those offer more opportunity anyway," he said. "When you get investment bankers involved in the IPO, more people pay attention." A case in point is Roxio, a maker of CD-burning software that parent Adaptec (

    Tools used to detect computer viruses and stop malicious hack attacks may not be as effective as they could be because they lack the human touch. Security experts contend that protecting computers from people-created plagues and problems requires technology based on human biology and behavior. "Computers are the scapegoats of the modern age," said systems administrator David Young. "Computers never do bad things to people. But people often do really bad things to computers." Help for those poor, beleaguered boxes is now available. Two new security programs use what science knows about humans' physical and psychological makeup to protect computers from people.

    One of the issues being addressed is how Ferret (formerly called Pherret) deals with the informal lingo sometimes used in e-mail. Apparently the system does quite well with the language used in formal documents and technical reports.
    The initial use for Ferret would be to scan reports or messages that involve information related to nuclear weapons. It would help ensure that the information to be released freely and publicly does not contain classified matter.
    Interestingly, the Ferret system can only be used on classified computer systems, according to Kortman.

    Parent-Directed Education MisEducation's Mind Field of the Month: Ferreting Out Beliefs and Motives in All Views by J.J. Ross, Ed. D. As new public programs and partnership experiments pop up all over, funded in some pretty "creative" ways, we dubious parents are asking ourselves and each other some very prickly questions. And it's getting hard to tell who is on which side which day in which state for what reason! Is that philosophy really a pedagogy dispute? Is this funding fight really about fiscal prudence, or raw power? Is that a credible research report or a political Trojan Horse by guns-for-hire? Someone complained to me today about the "underlying beliefs and principles" being used by Bush family members to lead the United States and our own State of Florida. While making NO value judgments or comparisons to competing beliefs in any direction, I said I was grateful that at least their beliefs seemed reasonably consistent and reasonably transparent. In other words, I can deal with it when we can see and understand someone's beliefs, and predict pretty well what they will be in the future this is to the good, not only for our specific success in supporting homeschooling and other parent-directed education, but also for the overall future of our democratic republic.
