We are all aware of the recent visits to Washington, D.C., by many esteemed college coaches, including Lou Holtz, to highlight the problem of widespread sports gambling on college campuses. While emotion is on their side of the debate, the facts are on ours. I, too, want to make sure that sporting events are conducted fairly, untainted by scandal—that college athletes are not pressured by bookies to throw games or shave points. The NCAA and college administrators have done little and have few incentives to curb gambling on college campuses. Legislation to prohibit betting (S. 718) on amateur sporting events in Nevada—proposed by Senator McCain and endorsed by the college coaches—is not a solution to rid our college campuses of illegal bookies and put an end to college point-shaving scandals. This bill would only drive the industry underground, lining the pockets of organized crime bosses across the country and allowing these criminals to operate under the radar screen The pervasive, growing culture of illegal gaming on college campuses has attracted some student-athletes to turn to point shaving in order to either augment their income or get out of debt from their illegal campus bookies.

Home A-Z index Search Help HMT3 - Support for Community Amateur Sports Clubs 17 April 2002 Following consultation, the Budget introduces a package of tax reliefs to support community amateur sports clubs (CASCs). The tax package provides an alternative route for CASCs to access tax reliefs on their income and donations from local people, which are similar to the tax reliefs normally given to charities. It will be available for CASCs who cannot or do not wish to apply for charitable status. The Charity Commission will publish tomorrow its revised guidelines for applying for charitable status, reflecting the input of the sports sector. Sports clubs are free to choose to apply either to the Charity Commission for charitable status, and the tax treatment that goes with charitable status, or directly to the Inland Revenue for the tax reliefs specifically for CASCs. Announcing this package of support, Paul Boateng, Financial Secretary to the Treasury, said: "Amateur sports clubs are at the heart of sport and community life up and down the country. The Charity Commission's decision to recognise as charitable CASCs that "promote community participation in healthy recreation" will enable many sports clubs to access the valuable tax benefits that go with charitable status. However, the Government wants to ensure that financial benefits reach all sports clubs. The Budget therefore introduces a package of tax reliefs to enable clubs to reduce tax bills on any income and gain additional benefit from donations made by local people. In addition, a further £20 million of capital expenditure will be made available for investing in enhanced community sports facilities. Together these measures provide an unprecedented boost for community sport."

As long as there is legalized gambling on collegiate sports in Nevada, we will be encouraging illegal gambling on these same events in every other state of the union. With the growth of the Internet and its reach into virtually every home in America, this problem will undoubtedly mushroom in the years ahead. We believe this problem will be dealt with most effectively and appropriately by the enactment of S. 718, the Amateur Sports Integrity Act. This legislation would extend to Nevada the current restriction that now applies in other states against betting on high school, college, and Olympic sporting events. S. 718 would implement the thoughtful recommendations of the bipartisan National Gambling Impact Study Commission, which advocated that all currently legal betting on college sports be banned. As the Commission stated in its Final Report: "Sports wagering threatens the integrity of sports, puts student athletes in a vulnerable position. It can serve as gateway behavior for adolescent gamblers, and it can devastate individuals and careers."
