Both amateur and professional athletics have been a notable part of Minneapolis since its founding. For many years, the Minneapolis City Conference consisting of the city's public high schools was one of the strongest conferences in the state in a variety of sports. Parochial schools such as De La Salle, located on Nicollet Island, also made their marks, particularly in basketball. Two of the greatest athletes to come out of Minneapolis high schools were Tony Jaros of Edison and John Blanchard of Central. Both were three-sport stars and both went on to the major leaguesBlanchard in baseball and Jaros in basketball (Jaros also played minor league baseball). Gud Roseland, a Roosevelt High School shortstop in 1936.

This was especially true in the 1930s when a number of football players from Marshall High School, on the edge of the University campus, provided the nucleus for Bernie Bierman's national championship football teams. Andy Uram and Babe LeVoir were among the stars from Marshall High who made the short journey to the Minnesota Gophers and helped to launch them to national prominence.

United States Amateur Sports Act:
To promote and coordinate amateur athletic activity in the Unites States, to recognize certain rights for United States amateur athletes, to provide for the resolution of disputes involving national governing bodies, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "Amateur Sports Act of 1978".
OLYMPIC COMMITTEE REORGANIZATION
Section 1. (a) the Act entitled "An Act to incorporate the United States Olympic Association", approved September 21, 1959 (36 U.S.C. 371 et seq.), hereinafter in this Act referred to as " the Act", is amended in the first section.
(1) by striking out "That the following persons, to wit:" and inserting in lieu thereof the following:
TITLE I - CORPORATION
"Sec. 101. The following persons, to wit:"; (2) in the first sentence by striking out "corporation" before the period and inserting in lieu thereof "Corporation"; and (3) by amending the last sentence thereof to read as follows:
"The Corporation shall maintain its principal officer and national headquarters in such place in the United States as is determined by the Corporation, and may hold its annual and special meetings in such places as the Corporation shall determine".

In Chairman McCain's opening statement, he stated that campus gambling is reaching epidemic proportions. The National Gambling Impact Study Commission recommended, among other things closing the Las Vegas loophole that allows for legalized gambling on amateur athletics. He has introduced the Amateur Sports Integrity Act to do this. Senator Brownback, Senator Edwards and Congressman Roemer support the bill. Senator Edwards stated that the bill is not intended to solve all gambling problems in Americait will restore some of the integrity that college athletics has lost due to recent point shaving scandals and it will prevent casinos in Nevada from raking in close to a billion dollars annually on amateur athletics.

April 13, 2000 Committee : Senate Commerce, Science, and Transportation SUMMARY : The Senate Commerce, Science, and Transpiration Committee favorably reported the following bills: S. 2340, Amateur Sports Integrity Act, by Unanimous Consent; S. 1407, Technology Administration Authorization Act, by voice vote; S. 1639, Earth Wind and Fire Authorization Act, by voice vote; S. 1912, Electronic Commerce Technology Promotion Act, by voice vote; and S. 2046, Next Generation Internet, by voice vote. S. 2340, Amateur Sports Integrity Act Chairman McCain stated that S. 2340 establishes a grant program administered through NIST to fund research into the use of performance-enhancing drugs in athletic competitions and also establishes a grant program for educational programs designed to heighten amateur athlete awareness in the risks involved in taking performance-enhancing drugs. The bill authorizes $7M in total for NIST to administer two grant programs. Minimum grants of $500Ktotaling up to $4Mwould be authorized for research on drugs identified as performance-enhancing substances and to find accurate methods for testing their use. Grants of $300K would be used to fund educational substance abuse and prevention programs. The bill would also close the so-called "Las Vegas Loophole" created in the Professional and Amateur Sports Act of 1992, by banning gambling on high school and college competitions, a recommendation of the Gambling Impact Study Commission.

Amateur Sports Clubs Are Winners!
Spring has brought double good news for community amateur sports clubs, many of which are seeking the benefits of formal legal status by incorporating as companies limited by guarantee. The Charity Commission has formally recognised that the activities of many such clubs may qualify them for charitable status (see "Charities update" on page 8). In addition, the Chancellor's budget speech proposed a range of tax reliefs for qualifying clubs. To qualify the organisation must provide sporting facilities for and promote participation in at least one of a list of eligible sports, operate on an amateur basis and be open to the whole community.
The tax reliefs, available to non-charitable clubs as well, will exempt such organisations from capital gains tax on assets disposals and corporation tax on property income up to £10,000, trading income up to £15,000 and interest received. Donors to such clubs can use tax efficient giving methods in relation to individuals under the Gift Aid Scheme and for inheritance tax relief, for assets gifts by individuals or businesses which have a neutral capital gains effect and for gifts of trading stock plant and machinery by businesses. These benefits take effect in the 2002/2003 tax year.
