In Regard To S. 718 - The Amateur Sports Integrity Act Chairman McCain, Senator Hollings, and members of the Committee, I appreciate your invitation to testify on a matter of deep concern to the entire higher education community - gambling on college sports. My statement is presented on behalf of 16 other national higher education associations. Together, we represent the nation's 3,800 colleges and universities. We believe that S. 718 is the right legislative approach to closing a loophole that tarnishes intercollegiate sports and feeds the rapidly expanding gambling addiction throughout the nation. Right now, federal law prohibits betting on college sporting events in every state except Nevada. However, there is an exemption that allows books in Nevada to accept bets on college sports. This single exemption virtually nullifies the impact of the broader federal prohibition. The justification for this exemption is difficult to fathom as a matter of public policy. Following the logic of Nevada's exemption, should Michigan be exempt from Occupational Safety and Health Act regulations? Florida from the drug interdiction rules? Or Colorado from the Fair Labor Standards Act? Why not exempt California from the Immigration and Nationalization Act?

HISTORY ANALYSIS OF ALTERNATIVE DISPUTE RESOLUTION IN AMATEUR SPORTS
The origins of the ADR-SPORT-RED program can be traced to a report filed in May 2000 by a work group assigned to the development of an Alternative Dispute Resolution model that may be applied to the national sports community. Questioning the sports community as a whole on the pertinence of such a system, the work group unequivocally recommended to the Secretary of State (Amateur Sport) the implementation of such a program.(A pdf version of this report will soon be available) ACTION PLAN FOR A FUTURE ADR
In October 2000, further to a first report, the former Secretary of State (Amateur Sport), the Honourable Denis Coderre, created a new committee in charge of proposing a critical path for implementing the recommendations resulting from the first report. This implementation committee made up of Canadian sports experts and stakeholders submitted its report in August 2001. .(A pdf version of this report will soon be available)

A significant portion of each year's profits from the induction dinner are made available to the individual amateur athletes or teams seeking financial assistance to foster their pursuit of a higher level of athletic achievement.   • The athlete, team or organization must be amateur in nature to qualify for funds. The athlete, team or organization may apply for a specific need or piece of equipment if it will serve to improve performance levels in a competitive event (example: new skis for a downhill racer who will represent Buffalo in a national competition). If seeking funds for travel to an event, competition must be national or international in nature and selection to compete in the event must have been achieved via some qualifying process as opposed to subjective selection by a coach or committee.

    Description
    In 1879 pioneer cycling enthusiasts formed the Pioneer Bicycle Club to foster 'the new and exciting sport of bicycle racing' and to cater for sportsmen from all around the South Island interested in cycling. Weekend and holiday runs to Akaroa and Governors Bay and further afield to Timaru and Hanmer were popular early features of the club. In 1889 the club amalgamated with the Canterbury Amateur Athletic Club, also founded in 1879, to form the Pioneer Amateur Bicycle and Athletic Club. In 1904 the club's two-storey headquarters building, now the site for the new Canterbury Public Library, was opened. This became the headquarters for a wide variety of amateur sports including yachting, mountaineering and tramping, motor racing and bowls.
    A motor cycle section was added to the club in 1918 which became the Pioneer Amateur Motor and Sports Club. In 1919 older members formed the Pioneer Sports Club Company Limited as a holding company to own and manage the club's premises but in 1933 a fire badly damaged the building, which was not reopened until 1935. Also in 1933 the club's name reverted to simply the Pioneer Amateur Sports Club to promote amateur cycling, motor cycling, athletics and all amateur sports. But other sports established their own headquarters and membership dwindled until in 1968 the club was disbanded and the rooms were leased. In 1976 the club company was wound up and its assets handed to the Christchurch City Council.
