Some think that retardation is diagnosed only on the basis of below-normal intelligence (IQ), and that persons with mental retardation are unable to learn or to care for themselves. Actually, in order to be diagnosed as a person with mental retardation, the person has to have both significantly low IQ and considerable problems in adapting to everyday life. However, most children with mental retardation can learn a great deal, and as adults can lead at least partially independent lives. Most importantly, they can enjoy their lives just as everyone else. In the past, parents were usually advised to institutionalize a child with significant mental retardation. This is not done anymore. The goal now is for the child with mental retardation to stay in the family and take part in community life. In most states, the law guarantees them educational and other services at public expense. Mental retardation may be complicated by physical and emotional problems. The child may also have difficulty with hearing, sight or speech. All these problems can lower the child's potential.

Following a brief historical overview, the current diagnostic criteria, epidemiological information and the status of dual diagnosis will be presented. Comprehensive assessment and common interventions will also be reviewed in some detail. Historical Perspective The plight of individuals with developmental disabilities has been dependent on the customs and beliefs of the era and the culture or locale. In ancient Greece and Rome, infanticide was a common practice. In Sparta, for example, neonates were examined by a state council of inspectors. If they suspected that the child was defective, the infant was thrown from a cliff to its death. By the second century A.D. individuals with disabilities, including children, who lived in the Roman Empire were frequently sold to be used for entertainment or amusement. The dawning of Christianity led to a decline in these barbaric practices and a movement toward care for the less fortunate; in fact, all of the early religious leaders, Jesus, Buddha, Mohammed, and Confucius, advocated human treatment for the mentally retarded, developmentally disabled, or infirmed (Sheerenberger, 1983).

The other 25% live in their own apartments or houses with assistance provided on an individualized, as-needed basis by ENCORE. Statistics over fifteen years of service tell a story of growth and success. Since its inception in 1986, . CORE has doubled the number of full-time residents it serves and has doubled its workforce. The supported living services of CORE, called ENCORE (Extended Networks of CORE) were established in 1991. While CORE's primary activity is and always will be the provision of optimum services to those who entrust us with their dreams, a commitment to society and the community, at large, inspires us to create new commitment that we perpetuate CORE's mission.
