The lecture is designed to bring to the University of Houston and the Houston community speakers who are nationally and internationally known for their expertise on political and public policy issues. According to Williams landmines kill or maim nearly 18,000 people each year and many of the victims are children. The majority of landmine victims lives in poor countries and has limited access to the medical treatment, physical therapy and psychological care necessary for survivors. The victims of landmines are not just statistics, says Williams.

    Extractions: Just a few days later in Oslo, Norway, the Norwegian Nobel Committee awarded the 1997 Nobel Prize for Peace to the International Campaign to Ban Landmines and to me. The committee said we were responsible for pushing the ban on the production, trade, use and stockpiling of antipersonnel landmines and moving it "from a vision to a feasible reality." Taking stock one year later, we note that the International Campaign to Ban Landmines is scoring unprecedented victories and has already had a great impact in reversing the landmine crisis. Mine exports have slowed to an almost undetectable trickle, dozens of nations no longer produce landmines and millions of stockpiled mines have already been destroyed. The Mine Ban Treaty will become binding international law more quickly than any other major treaty in history. On this first anniversary of the treaty signing, 55 countries have already ratified the treaty. Those that have ratified are not content to just see it enter into force on March 1, 1999. They are already preparing to hold the first meeting of parties to the treaty in the early days of May in Maputo, Mozambique. At that meeting the International Campaign to Ban Landmines will present its first report of the landmine monitor, a unique civil society-based system for monitoring the treaty. But there are few illusions about the magnitude of the work before us: Antipersonnel landmines kill or maim nearly 26,000 people each year.

Her lecture is entitled "The Global Dimensions of Security," a relevant and fitting topic, given this year's Colloquium theme on The Search for Security in an Age of Anxiety . Following last fall's terrorist attacks, this search became the great challenge facing America and the world. As Campaign Ambassador for and founding coordinator of the International Campaign to Ban Landmines (ICBL), Williams has served as strategist and chief spokesperson for the campaign. She has worked with governments worldwide, the United Nations, and the International Committee of the Red Cross, leading the crusade that resulted in the 1997 international treaty banning antipersonnel landmines. She continues to speak on behalf of ICBL worldwide and recently has traveled to Afghanistan. Prior to her work with ICBL, Williams worked to build public awareness about U.S. policy toward Central America. From 1986 to 1992, she developed and directed humanitarian relief projects as deputy director of the Los Angeles-based Medical Aid for El Salvador, developing a network for hospitals in 20 U.S. cities that donated medical care to Salvadoran children who were hurt in the war in that country. Williams also coordinated the Nicaragua-Honduras Education Project in the mid 1980s, and has taught English as a Second Language in Mexico, the United Kingdom, and Washington, D.C. She is one of only ten women who have received the Nobel Peace Prize.
