    Extractions: In April of 2001, in response to the California energy crisis, the California Legislature and Governor Davis passed and signed Senate Bill 5X (Senate First Extra Session - Bill No. 5, Statutes of 2001) which were authored by Senator Byron Sher. This bill established authority in PRC Section 25402.5 (3) (c ) for the California Energy Commission to adopt lighting standards for outdoor lighting. The California Energy Commission intends to develop and adopt lighting standards for all outdoor lighting applications. The portions of these Standards that are adopted in Title 24 are expected to go into effect in conjunction with the next triennial update of the California Building Code expected to be effective in 2005. The Commission has established this proceeding to identify, discuss, and evaluate measures that would be incorporated into the 2005 Outdoor Lighting Standards.

These new "CFL torchiere fixtures" are also much more energy-efficient than halogens, saving consumers about $136 over the lifetime of the lamp. "These new compact fluorescent lamps are not only safer and brighter than halogen lamps, they also will help us save energy and money," said Secretary of Energy Federico F. Pena. "This new lighting technology, developed by Dr. Siminovitch and his team at DOE's Berkeley Lab will help make our environment safer and cleaner. We are now working with the Environmental Protection Agency to move these new lamps from DOE's lab into America's homes." Siminovitch and his team have been cooperating with partners in the U.S. lighting industry to bring a prototype design to a manufactured reality within months of conception. The technology is based on organic light emitting diodes (OLEDs) which are essentially thin sheets of plastic-like material that emit light when powered by electricity. Significant research challenges must still be overcome, but ultimately, these thin "sheets of light" could represent the future of home in-door lighting. "GE has been out in front on this technology, which could have a huge impact on the world in terms of energy efficiency," said Jim Healy, manager of communications and PR at GE Global Research. "Although we're approximately ten years away from commercial development, we know that OLEDs have the potential to cut energy costs significantly and to be better for the environment than current incandescent or fluorescent lighting. "Rather than using light bulbs within lamps or wall fixtures to create illumination, OLED sheets could be applied directly to walls or ceilings to provide illumination. They should be cost-effective enough to compete on the commercial market, however new product designs will be required to house the light sources.
