Days of operation for personal watercraft are Friday, Saturday and Sunday only, sunrise to sunset. Since personal watercraft are classified as Class A inboard vessels, operators must follow the same rules of operation which govern all boats in any particular waterway. In addition, all local rules and regulations must be observed at all times. All personal watercraft (PWC) must have the following Coast Guard approved safety equipment in good working condition: All operators and passengers must wear a type I, II or III personal flotation device when operating on any City lake. All operators must carry a fully charged type B-1 or equivalent fire extinguisher that is readily accessible. All PWC must be properly muffled at all times to meet State and local noise requirements. The maximum speed limit is 35 mph and restricted to the PWC operating area.

Because of its brevity, it is not approved by the National Association of State Boating Law Administrators (NASBLA) nor is it approved by most of the states which require formal instruction in order to operate a boat (the Auxiliary's Boating Safely and Sailing Fundamentals courses are more appropriate for meeting legal requirements). The purpose of the course and its associated text, Personal Watercraft Rider's Handbook , is to teach that PWCs are boats and that their skippers have legal responsibilities and should learn the "rules of the road." But University of Florida medical experts warn that children are more likely to be seriously injured in accidents involving personal watercraft, or jet skis, than in accidents with small motorboats. The same factors that make personal watercraft fun make them dangerous, said Dr. Elizabeth Beierle a UF pediatric surgeon who led a review of accidents involving each type of craft. Theyre small, they go fast, and theyre open. In an accident, theres very little to prevent riders from being thrown off, and we believe thats why we see more serious injuries with them. UF researchers examined 15 accident cases treated at Shands at UF medical center from 1992 to 2000 involving patients 6 to 19 years old who were aboard personal watercraft or motorboats less than 20 feet in length. Several types of serious injury were found only in personal watercraft cases, including closed-head trauma, spinal injuries, and trauma to the chest and abdomen.
