Extractions: the Nuclear Industry Faces Slow Slide to Oblivion Christopher Flavin and Nicholas Lenssen Two decades after the world's first major nuclear accident at Three Mile Island, the nuclear industry is experiencing a meltdown of historic proportions. After growing more than 700 percent in the 1970s, and 140 percent in the 1980s, nuclear generating capacity has increased less than 5 percent during the 1990s so far. (See Figure 1.) In the last decade, nuclear power has gone from being the world's fastest growing energy source to its slowest, trailing well behind oil and even coal. In 1998, world nuclear generating capacity fell by 175 megawatts. As the world approaches the 20th anniversary of the Three Mile Island accident on March 28, global nuclear capacity stands at 343,086 megawatts, providing just under 17 percent of the world's electricity. Both of these figures will likely turn out to be close to the all-time historical peak-and less than one-tenth the 4,500,000 megawatts that the International Atomic Energy Agency predicted back in 1974. The Worldwatch Institute projects that global nuclear capacity will begin a sustained decline by 2002 at the latest, and the U.S. Department of Energy projects that it will fall by half in the next two decades. Nuclear power's biggest problems are economic: it is simply no longer competitive with other, newer forms of power generation. The final 20 U.S. reactors cost $3 to $4 billion to build, or some $3,000 to $4,000 per kilowatt of capacity. By contrast, new gas-fired combined cycle plants using the latest jet engine technology cost $400-$600 per kilowatt, and wind turbines are being installed at less than $1,000 per kilowatt.

Extractions: S afety has been an important consideration from the very beginning of the development of nuclear reactors. On December 2, 1942, when the first atomic reactor was brought to criticality, Enrico Fermi had already made safety an important part of the experiment. In addition to a shutoff rod, other emergency procedures for shutting down the pile were prepared in advance. Fermi also considered the safety aspects of reactor operation. Shortly before the reactor was expected to reach criticality, Fermi noted the mounting tension of the crew. To make sure that the operation was carried out in a calm and considered manner, he directed that the experiment be shut down and that all adjourn for lunch. With such leadership in safety at the very beginning, it is no wonder that the operation of reactors to date has such an impressive track record. The series of WWW pages given here are intended to present a chronology of nuclear safety research and development. Above is a clickable map of a timeline beginning with Fermi's Chicago Pile experiment until today and "beyond." Much of the context does not have the glamour of high profile nuclear industry stories such as the accidents at Three Mile Island and Chernobyl. Instead, the history gives insight into the culture of the scientists, engineers, and technocrats faced with the challenges of a totally new and powerful technology. In the early years, these pioneers wandered into a brave new world of first-of-a-kind research and development. Today, nuclear industry participants must deal with the ramifications of the discussions and actions made by those pioneers.

The INSC is dedicated to the goals of developing enhanced nuclear safety technology and promoting the open exchange of nuclear safety information among nations. The INSC sponsors scientific research activities as collaborations between the U.S. and its international partners , who have also established safety centers in their countries. INSC activities are currently focused on Soviet-designed nuclear power plants in Russia and Eastern Europe. The INSC Database provides an interactively-accessible information resource and communications medium for researchers and scientists engaged in projects sponsored by the INSC. Much of the INSC Database is open to the public. Extractions: Disaster stories - Most people only hear about nuclear power when it goes badly wrong. Disasters such as Chernobyl (1986), Three Mile Island (1979) or Windscale (1957) raise public fears for a while, yet the media blackout on the thousands of other accidents which have occurred over the past 50 years gives the impression that nuclear power is relatively safe. Full details of all the near-misses might dent public confidence: France's chief safety inspector made headlines when he predicted a one in 20 chance of a major accident in one of the country's ageing reactors before the year 2010. Radiation risks - Even without the accidents, radiation from nuclear power plants is already a killer. Leukaemia clusters and high incidence of other cancers have revealed the risks of living near nuclear sites, as discharges into air and sea introduce radiation pollution into the atmosphere and the food chain. Workers employed in the nuclear industry - whether in uranium mines or power stations - are at even greater risk, as are any children they may have. Following research into increased levels of child leukaemia around the Sellafield site in north-west England, British Nuclear Fuels suggested that high-risk areas of the plant should not be staffed by men likely to have families.
