The National Capital Training Center (NCTC) designs and coordinates Graduate School training for the Washington, DC, metropolitan area. Because of our location in the nation's capital, we are able to stay up-to-date on legislation affecting federal, state and local governments, and update our courses accordingly. Certificate Programs Certificate programs are directed toward professional development in a specific, career-oriented subject area. Programs are available in Accounting Computer Studies Japanese Studies Korean Studies , and Management . Thirty semester hours of course work are required for each of the certificate programs.
Students seeking to earn a second certificate in a different academic area must complete an additional 15 semester hours with UMUC (Asia, Europe, or Statewide) following completion of the first certificate, and must fulfill all certificate requirements. Certificate Program information Undergraduate Degree Programs The undergraduate degree programs described below are designed for students who wish to gain a solid intellectual and cultural background in general education as well as a broad foundation in a specific subject area.     The Program
    Budgeting and Financial Management have been at the core of economic reform programs in most nations around the world. These have also been the principle instruments of transformation and restructuring of the Pubic Sector in several countries. With the growing challenges of budgetary crises and fiscal shocks, the need for enhanced budget processes and innovative financial management techniques are increasingly felt in developing countries and transition economies. This program had been offered at Harvard University since 1986 by the Public Finance Group of the former Harvard Institute for International Development (HIID). The professionals in the group have been involved in some of the best-known fiscal and budgetary reforms around the world and have a combined experience of more than 50 years of research and advisory work in this field. Drawing upon the practical experience and expertise of this Group that has now relocated to Duke University, the Duke Center for International Development offers this unique program focusing on the various aspects of budgeting and different instruments of financial management in the Public Sector.

    Fact Sheet What do Third Party Vendors do? Third Party Vendors are individuals certified to provide technical assistance to participants of USDA Programs. Technical assistance includes conservation planning and the design, layout, and installation of approved conservation practices. NRCS has traditionally provided technical assistance for conservation planning and practice installation, and will continue to do so. What’s new is that technical assistance may also be available from individuals outside of USDA, known as Third Party Vendors, in addition to NRCS. Why Third Party Vendors? The 1996 Farm Bill authorized the use of Third Party Vendors for technical assistance. The 2002 Farm Bill pending legislation includes additional language on the use of Third Party Vendors, including payments to vendors for that assistance. NRCS wants a Third Party Vendor system that provides quality and convenient assistance.
