Role of the State in the Development of Scheduled Tribes
Dr. Bhupinder Singh
About the Speaker: Dr. Bhupinder Singh, former commissioner of scheduled tribes and scheduled castes, former advisor to the planning commission, has had extensive experience in government programs for tribal development. In addition, he has academic qualifications in that area and currently heads an NGO focused on tribal development.] Western democracies are fortunate - the people are educated, they are conscious, and this is what makes democracies tick. of the issues. In India, literacy is very low, the percentage of people illiterate, poor, and backward so large the function of democracy is onerous. So an organization like Asha, with a focus on education has a very important role to play. The constitution was forged by founding fathers who were very conscious of the real state of the country - they were aware of the people who form scheduled castes (SCs), scheduled tribes (STs) and backward classes and the social problems associated with them. That is why they included special provisions for the rights of these groups. We have to consider Constitution, the UN Human Rights Declaration, IRO Commission 106, 169, and other relevant statutes to understand the situation in India. The Constitution also laid down guidelines which the State must follow in regard to these backward groups. In Article 46 the Constitution has said that the State shall protect SCs, STs and provide means for their development and has laid down means for doing so.

Bhupinder and Mitalee Singh are one of the more famous ghazal couples. Bhupinder was born in Amritsar. His father, Prof Natha Singh, was a professor of music. He got his break early in 1963 when he sang for the film Haqeeqat , along with Mohd Rafi and Talat Mahmood . The song, Hoke majboor mujhe , was quite a hit. He continues to sing sporadically for the films. His first Ghazal album was released in 1978 and has since then released several ghazal albums. He is very well versed with the Spanish guitar and has worked as a studio artist playing the guitar for several years. He played for almost all songs tuned by R.D. Burman. His ghazals are characterized by a heavy influence of western chords, guitars and western drums. Perhaps he was the first to move away from ghazals as a form of light classical music. While that made ghazals more popular, it also made ghazals indistinguishable from film songs. Mitalee Singh was born in Bangladesh to a musical family. She came to India on a government scholarship to study classical music in Baroda. She is a desciple of Pandit Shiv Kumar Shukla, a wizard of Bhendi Bazar Gharana. Around 1976 she got interested in Ghazals. In 1983 she married Bhupinder one of her favourite Ghazal singers.

"This book deals with the urges and aspirations of some ethnic communities to acquire, through socio-political movements, some measure of control over societal resources like political power, economic endowment and social status. Their goals vary from total independence to degrees of autonomy within the constitutional federal framework. Some movements have arrived at their consummation: the Mizo settling for a state when they had aimed at independence and the Jharkhand movement winning a state of the same name. A few others are still struggle-locked wayfaring: for the Naga movement some light is visible at the end of the tunnel; the Bodo movement remains tied in knots; and the J & K imbroglio seems to have acquired an awesome intractability. "In this book, the Indian Constitution is visualised as an architecturally multifaceted modern edifice of accommodative versatility. Given the will and capability of political management, the multiplying demands of a tumultuous polity are not difficult of being lodged therein. It is emphasised that realisation of the potential of the now constitutionally-mandated radical panchayat system is essential for a comprehensive harmony of the total architectural design of a federal India.

    Bhupinder Singh, Raja
    Lieutenant-General Maharajah Sir Bhupinder Singh (1891-1931)
    Born on 12 October 1891, Bhupinder Singh was only ten years old when the premature death of his father, Maharaja Sir Rajinder Singh, catapulted him into the public arena. For nine years the state was ruled by a Council of Regency headed by Sardar Bahadur Gurmukh Singh while the young prince finished his schooling at the Aitchison College in Lahore. Riding high on British favour, Bhupinder Singh began to see himself as a future leader of the princely order and as a power-broker in Sikh affairs. In 1917, he adjudicated at the behest of the Chief Khalsa Diwan in a dispute about a corpus of Sikh scriptures; in 1921 he got himself elected to the standing committee of the newly formed Chamber of Princes; and in 1923 he took part in the kar-seva (cleansing of the tank by voluntary service) at the Golden Temple. As Chancellor of the Chamber of Princes, Bhupinder Singh worked long and hard to transform the Chamber into an efficient forum for the maintenance of princely rights against the encroachments of paramountcy. His vigorous lobbying helped to secure the appointment, in 1927, of an Indian States Committee headed by Sir Harcourt Butler, to investigate the princes' claims that paramountcy had infringed their treaty rights. And in 1929 and 1930 he arranged for the Standing Committee to negotiate personally with the Viceroy. These efforts were rewarded when, in October 1929, Lord Irwin announced that representatives of the princes would be invited to a Round Table Conference in London to map out, conjointly with delegates of British India, a new constitution for the sub-continent.
