    CERA Helps Stop Land to Trust The supporters of CERA should be extremely proud for the role they played in stopping the new process of Tribes being able to put land into “Trust” that the Bureau of Indian Affairs had proposed. When President Clinton departed, he had left the new “Acquisition of Title to Land in Trust” processing standards on the desk of President Bush for his signature. Thank goodness the new administration extended the comment period and gave more citizens the opportunity to voice their concerns about the serious economic and social ramifications more Tribal lands will create. The decision to withdraw the final rule was based on comments from 93 tribes, 18 state and local governments and federally elected public officials and 28 were from interested groups and individuals such as CERA. Since October of 1999 CERA has been writing letters to Washington D.C. on an annual basis concerning the conversion of fee lands to federal trust. We have done an excellent job explaining how the change from fee land to federal trust is disruptive to local non-Indian governments and citizens and how it creates conflicts with local land use plans, zoning and law enforcement. It also places a devastating financial hardship on local governments by removing lands from the tax base. In 1999 and 2000 we sent lengthy letters to President Clinton’s administration stating: “It is the Citizens Equal Rights Alliance position that before land can be put into federal trust for the benefit of Indian Tribes, a determination must be made whether such an action is precluded by the Indian Claims Commission Act, 60 Stat. 1049 (1946). On August 13, 1946 Congress passed the ICCA creating a Commission with broad and exclusive jurisdiction to hear claims arising under Treaties, laws, executive orders, takings, and for unfair and dishonorable dealing. To the extent that the effort to put land into federal trust is based upon a historical or treaty claim to land, such as a claim that the land should be within the reservation, or a reservation was unfairly diminished, the ICC precludes the BIA from considering such a claim under Section 12 of the ICCA.

    Hanson, Howard (Harold)

    Composer and Conductor
    He studied with Goetschius in New York and became director of the Eastman School (1924-64), where he was an influential teacher and founded the Institute of American music; he also promoted modern American music through his work as a conductor. His own music shows the influence of Sibelius, Grieg and Respighi (his teacher in Rome in the early 1920s). Among his works are seven symphonies, symphonic poems, choral pieces, chamber and piano music and songs. "The Grove Concise Dictionary of Music" Copying or other reproduction is prohibited.

    Howard R. Hanson, a lifelong resident of Minnesota, has enjoyed a half-century as a Graphic Designer, Illustrator and Painter. Although his earliest memories of "plein air" painting took place with the Marine Corps on Okinawa, many of his paintings are the result of visits to Alaska, Argentina and Norway. Howard's favorite subjects are the mountains and lakeshore of our country, but he remembers Norway's Lofoten Islands with special fondness. Working in various mediums, including alkyd/oil and acrylic, he exhibits in several galleries and is represented in private collections. Among his awards are four Top 200's and three Top 100's in the Arts for the Parks competition, including Grand Prize in 1995.

    By Peter Boyle Just over a week after the independent member for Oxley, Pauline Hanson, made the most nakedly racist speech heard in an Australian parliament for decades, Prime Minister John Howard boasted that since his government was elected, people ``can talk about certain things without living in fear of being branded as a bigot or as a racist''. Hanson was quick to express her appreciation. Howard was the ``true leader'' that the community was looking for, a ``strong leader'' who was listening to the views of the majority of Australians on issues such as immigration, she said. Hanson was removed as the Liberal candidate for Oxley for fear that her crudely racist outbursts would prejudice Howard's 1996 election campaign. But she won her seat as an independent backed by ex-Labor right-winger Graham Campbell. While officially disendorsed by the Liberals, election posters proclaiming her as the Liberal candidate were left up by the party during the campaign, and local Liberal Party officials gave her their support unofficially of course. Now Hanson says she bears ``no hard feelings'' against Howard for her disendorsement and even suggests that the decision might have been ``in the best interests of the party at the time''. Indeed, these days Hanson and Howard can be seen working in tandem.
