CELEBRATING A SECULAR CHANUKAH
First Night
Tonight we celebrate the Jewish Holiday of Chanukah. Over 2000 year ago the Jewish people under the leadership of Judea Macabee fought a war to liberate themselves of an oppressive occupying army. Today liberation does not need to come from war against oppression only, but should come through Peace. This Chanukah leads up to the change in the millennium we will light candles for People who have contributed to Peace. One such award that recognizes these achievements is the Nobel Peace Prize. On this first night of Chanukah we light a candle for Mahatma Gandhi a person who never was awarded the Nobel Peace Prize. He developed a creed of passive resistance against injustice, a nonviolent philosophy. In India, he leaded the long struggle for independence from Britain Imperialism. He never wavered in his unshakable belief in nonviolent protest and religious tolerance. When Muslim and Hindu compatriots committed acts of violence, whether against the British who ruled India, or against each other, he fasted until the fighting ceased. Independence, when it came in 1947, was not a military victory, but a triumph of human will. To Gandhi's despair, however, the country was partitioned into Hindu India and Muslim Pakistan.

LAUNCHES GULF OBSERVER FORCE: UNIKOM (Forces expected in the gulf in two weeks) (850) By Judy Aita USIA United Nations Correspondent United Nations With the deployment over the next weeks of armed and unarmed military personnel in the U.N. Iraq-Kuwait Observation Mission (UNIKOM), the United Nations is launching a major peace-keeping force to monitor a demilitarized zone between Iraq and Kuwait. UNIKOM was called for by the Security Council in its formal cease-fire resolution on the gulf passed April 3 ending the successful coalition effort to liberate Kuwait from Iraqi occupation. The mission was officially authorized by the council on April 9 for an initial period of six months. UNIKOM's assignment is to ensure that no military personnel and equipment enter the 15-kilometer wide demilitarized zone and that no military fortifications and installations are maintained. It will monitor the withdrawal of the allied forces now in the zone, operate observation posts on the main roads into and out of the zone, and conduct land and air patrols throughout the zone and the Khor Abdullah waterway.

He called on both the jailed freedom fighter Xanana Gusmao and the leader of the pro-integration East Timor Forum for Unity, Democracy and Democracy (FPDK), Domingus Soares, to tell their fighters to lay down their arms. The appeal followed more bloodshed in Indonesia's easternmost province, a former Portuguese colony annexed despite international protests in 1976. The official Antara news agency reported that Indonesian troops shot dead two alleged members of the Falintil resistance movement on Wednesday evening while raiding the house of a civil servant in Ermera district. Colonel Mudjiono, deputy chief of East Timor's military, said the raid was in retaliation to an April 10 rebel attack on a military post, in which one person was killed.

OPINION UN Peace Keeping - Theory and Practice Columnist Mohammad ARIF looks at the role of UN Peacekeeping Forces UN Agenda for Peace T Chapter 6 of the charter provides for the pacific settlement of disputes, through such means as negotiation, mediation, arbitration, and/or judicial decisions. When pacific settlement fails, the goal of collective security - whereby the security of each member is assumed by all, and aggression against one would be met by the resistance of all - underlies the provisions in Chapter 7 for coercive measures, including economic and military sanctions, against an aggressor.2 In practice, however, collective security was replaced by peace-keeping and preventive diplomacy. In the post-Cold War period, appeals to the United Nations for peacemaking purposes increased dramatically, renewing discussion about the feasibility of putting into practice the original UN provisions for collective security. United Nations peace-keeping operations evolved essentially to stop hostilities and to control conflicts so that they would not develop into broader conflagrations. There was not, and still is not, any particular theory or doctrine behind them. They were born of necessity, largely improvised, a practical response to a problem requiring active action. The term Ôpeace-keeping operationÕ gained currency much later. As the United Nations practice has evolved over the years, a peace-keeping operation has come to be defined as an operation involving military personnel, but without enforcement powers, undertaken by the United Nations to help maintain or restore international peace and security in areas of conflict. These operations are voluntary and are based on consent and cooperation. While they involve the use of military personnel, they achieve their objectives not by force of arms, thus contrasting them with the Ôenforcement actionÕ of the United Nations under Article 42. 3

What is it?

III. Alfred Nobel And The Nobel Prizes Alfred Nobel is the man who invented dynamite. He is better known today, however, as the man who established some of the most prestigious prizes in the world. Born in 1833 in Stockholm, Sweden, Nobel from his youth had a dream of inventing an explosive so devastating it would deter humans from making war. Instead, his invention made war easier. Though he was a Swede by birth, he was very much an international man, being educated in St. Petersburg, Russia, where his family moved when he was a child. In St. Petersburg, he studied with private tutors, particularly showing interest in chemistry and languages. He mastered Swedish, Russian, English, French, and German. At the age of 17 he began two years of educational travel throughout Germany, France, Italy and to the United States. Then at the age of 19 he became a chemist, working with his father in St. Petersburg. The family returned to Sweden and in 1863 he was a chemist in his father's explosives factory at Heleneborg near Stockholm. In 1864 Nobel received a patent covering detonating charges and percussion caps. Called "The Nobel Igniter," it was to be called at a later time "the greatest discovery ever made in both the principle and practice of explosives." His 1866 invention of dynamite revolutionized mining, road building and tunnel blasting. In 1875 a later improvement was patented as blasting gelatine. In 1887 he patented ballistite, the first of the nitroglycerine smokeless powders. This was to serve as the basis for cordite which was eventually to change the use of firearms.
